This is a Scope of Work document for RFP 70CNR-S3938, a Circular Economy Study administered by the Nevada Division of Environmental Protection (NDEP) Bureau of Sustainable Materials Management (BSMM) under the Department of Conservation and Natural Resources. The project requests a comprehensive six-month study examining materials circularity practices in Nevada's hospitality and tourism sector, with an anticipated start date of November 16, 2026, and completion date of May 17, 2027. The contractor must conduct a kick-off meeting and ongoing monthly meetings with BSMM representatives, research current circular economy practices by studying a sample of hotel and casino resorts, identify implementation roadblocks and opportunities, and develop recommendations for expanding circular practices. Additional deliverables include a reusable research framework for studying other Nevada sectors in the future, alternative sustainability metrics beyond recycling rates, and a final feasibility report. Proposals were due August 3, 2026 at 2:00 PM Pacific Time, with a question deadline of July 20, 2026. The top three scoring vendors were required to participate in presentations scheduled for August 17-19, 2026, with notice of intent expected on or about August 19, 2026, and notice of award on or about September 14, 2026.

The estimated contract value is capped at $100,000, with the State intending to award one contract. Funding for this project derives from the Solid Waste Infrastructure for Recycling federal grant rather than general state funds. Mandatory vendor requirements include registration on nevadaepro.com, Nevada business license compliance, active sam.gov entity registration, data encryption with stateside data maintenance, and compliance with Nevada law on contract disputes and indemnification. Vendors must submit separate technical and cost proposals, include resumes for key personnel, disclose all subcontractors and conflicts of interest, provide financial statements and Dun and Bradstreet numbers, and obtain at least three client references from similar projects completed within the past five years. Evaluation criteria totaling 210 points include knowledge and research expertise (20 points), experience with similar projects (25 points), adherence to RFP directions (10 points), key personnel expertise and availability (25 points), client references (20 points), cost factor (20 points), and presentation quality and qualifications (70 points combined).

Scope of Work 70CNR-S3938 Circular Economy Study

PROJECT OVERVIEW

The purpose of conducting this “State of Materials Circularity in Nevada’s Hospitality and Tourism Sector Study” is to improve the State’s understanding regarding the use, implementation, and development of Circular Economy/Materials Circularity practices and concepts for Nevada’s hospitality and tourism industry and to create a framework for studying other Nevada sectors/industries in future similar studies. This study is funded by the Solid Waste Infrastructure for Recycling federal grant and not from general funds. The anticipated start date is November 16, 2026, and the anticipated end date is May 1731,2027.

The Nevada Division of Environmental Protection (NDEP) Bureau of Sustainable Materials Management (BSMM) is responsible for administering the project. This project aligns with BSMM’s Sustainable Materials Management Plan (SMMP) - Objective 2: Enhance data collection and reporting for solid waste, recycling, and other relevant SMM efforts - Strategy 3: Expand beyond the recycling rate and MSW generated per capita as the metrics to measure the progress of sustainability in solid waste management – and Objective 6: Promote source reduction strategies for both solid waste and hazardous waste - Strategy 1.3 Research and provide information on source reduction tactics such as inventory control, good operating practices, spill and leak prevention, process modifications, product modifications, cleaning and degreasing changes, and raw material modifications.

Data gathering for this project must comply with the Paperwork Reduction Act and thus funds cannot be used for the design, administration, or performance of the collection of identical information from 10 or more parties.

SCOPE OF WORK

PROJECT TASKS:

TASK 1 – COMMUNICATION

Conduct kick-off meeting and on-going project update meetings with BSMM representatives.

Collaborate with BSMM representatives on data collection, study design, and findings.

TASK 2 – RESEARCH CURRENT STATE OF CIRCULAR ECONOMY/CIRCULAR MATERIALS PRACTICES IN THE HOSPITALITY AND TOURISM SECTOR OF NEVADA

This research task will identify existing circular economy/materials circularity practices by studying a sample of hotel and casino resorts in Nevada.

Develop (for approval by NDEP BSMM) a proposed sample of hotel and casino resorts, the targeted key processes/materials to be studied, and a template of relevant topics to study (including, but not limited to, what key stakeholders are involved, what the value/supply chain and lifecycle looks like for key process(es), what current Circular Economy practices (if any) are working and why/how did they come about, what the current capacity is for materials managed by Circularity methods, how stakeholders measure success with regards to adopting/using circularity practices, and other recommended topics)

Based on the studied sample and other relevant published research, create a written narrative to be included in the final report discussing what key stakeholders are involved, what the value/supply chain and lifecycle looks like for key process(es), what current Circular Economy practices (if any) are working and why/how did they come about, what the current capacity is for materials managed by Circularity methods, how stakeholders measure success with regards to adopting/using circularity practices, and other relevant elements identified during research phase.

TASK 3 – RESEARCH ROADBLOCKS, OPPORTUNITIES, AND DEVELOP RECOMMENDATIONS TO IMPLEMENTING CIRCULAR ECONOMY PRACTICES IN THE SELECTED SECTOR

Identify opportunities for expanding circular practices in the selected sector and how stakeholders can use these opportunities to expand circular practices and see an increase in realized benefits.

Identify barriers to implementing more circular economy/materials circularity practices in the selected sector and what actions and resources would be needed to overcome these roadblocks.

Identify and recommend what theorized circular practices could apply to overcoming the barriers or taking advantage of the opportunities and explain why.

Identify any relevant examples of circular economy practices implemented elsewhere (either outside the State or in a different industry) and how success of these practices were measured.

Provide a written narrative to be included in the final report discussing these opportunities, barriers, and recommendations.

TASK 4 – CREATE FRAMEWORK FOR STUDYING OTHER NEVADA SECTORS FOR FUTURE SIMILAR STUDIES

Compile methodologies used for data collection/research and any survey/interview questions.

Create a research template/framework that the State can use in the future to interview and study various sectors/industries in Nevada regarding current circular economy practices, opportunities, and barriers.

TASK 5 – FINAL REPORT

Compile information and communicate findings and recommendations from TASKS 1-4 into a draft Report (“State of Materials Circularity in Nevada’s Hospitality and Tourism Industry”) to be reviewed by BSMM.

Review comments from BSMM and make necessary edits for finalized report.

DELIVERABLES

COMMUNICATION
