About this file
This is a questions and answers document from the Nevada Department of Conservation and Natural Resources addressing inquiries regarding RFP 70CNR-S3938 for a Circular Economy Study focused on Nevada's hospitality and tourism sector. The project timeline spans six months, with an estimated contract start date of November 16, 2026, and an estimated term of three months subject to Nevada State Board of Examiners approval. The study will examine materials circularity practices within hotel and casino operations, including day-to-day operations and conference-related activities. Deliverables include kick-off and ongoing meetings, research on current circular economy practices, identification of implementation roadblocks specific to individual hotel and casino entities, a framework for future sector studies, and a published feasibility report with alternative sustainability metrics. The contractor is responsible for participant recruitment with no pre-existing state relationships available. All research will be conducted remotely through phone, email, and video conferences with no site visits required. Presentations for the top three scoring vendors are scheduled for August 17-19, 2026, with notice of intent expected on or about August 19, 2026, and notice of award on or about September 14, 2026.
The total allocated budget for this project is capped at $100,000, with proposals accepted only within this budget amount. Non-profit organizations are eligible to apply, and subcontracting of project work is permitted. Vendors must have an activated SAM.gov registration at the time of award if the contract is offered. The Paperwork Reduction Act restricts the study sample to fewer than 10 hotel and casino properties when using the same survey methodology; however, larger samples are permissible if data collection methods or questions vary by establishment. Proposals should be submitted through NevadaEPro, with all vendor information matching the nevadaepro.com and sam.gov entity registrations. Further questions regarding the proposal should be directed to Miriam GM Garcia, the designated contact for this RFP.

Questions Answer
The RFP says the Contract term is expected to be 3 months, subject to Board of Examiners approval, though the cost schedule table is framed around a 6-month price. Can you clarify the project timeline?
6 months
Would you consider extending the deadline for this proposal to the end of the week? Due to time restraints that is not possible

Overall limited to day-to-day operations, but also include conferences since that is a big part of hotel resorts in Las Vegas

Idetnfitying opportunities and barriers within the sector as a whole

There are currently no existing relationships, the State will need assistance in building those.

No site visits needed. Phone, email, video conferences will work.
