About this opportunity

The Nevada State Purchasing Division on behalf of the Nevada Department of Education issued Request for Proposals 30DOE-S3869 to procure a qualified vendor to design, implement, and evaluate a focused pilot of learner-centered, competency-based practices in selected Nevada schools under the Commission on Innovation and Excellence in Education (CIEE) Implementation Pilot program. This procurement supports the statutory requirements outlined in NRS 385.920 and follows competitive procurement procedures under NRS 333.335 and NAC 333.160-333.165. The vendor will be responsible for developing and implementing recommendations from the CIEE, with primary evaluation criteria weighted as follows: Pilot Design and Implementation (40 percent), Project Management and Capacity (25 percent), Evaluation and Evidence (15 percent), Universal Access (10 percent), and Cost Factor (10 percent), with Financial Stability evaluated on a pass-or-fail basis. Vendors must demonstrate relevant experience through at least three client references from similar projects completed within the past five years and must provide mandatory vendor qualifications including Nevada business license registration, active entity registration on sam.gov, and compliance with Nevada law regarding data encryption and stateside data maintenance. The submission deadline is June 11, 2026, at 2:00 p.m. Pacific Time through nevadaepro.com, with written questions due by May 21, 2026, and client references due by June 8, 2026; the State anticipates notice of intent by July 10, 2026, notice of award by July 28, 2026, and contract commencement on September 8, 2026, following Board of Examiners approval, for a single 12-month contract term.

The State of Nevada offers a five-percent preference to Nevada-based businesses as defined in NRS 333.3351 to 333.3356, and vendors from states with in-state preferences not afforded to Nevada may qualify for an inverse preference. All responding vendors must be registered on nevadaepro.com, possess an active Nevada business license, maintain current entity registration on sam.gov, comply with Nevada law regarding venue and indemnity, agree not to boycott Israel, and meet mandatory data encryption and stateside data maintenance requirements. Vendors must disclose all subcontractors, current or former State employees, conflicts of interest, and provide evidence of insurance compliance, including Commercial General Liability coverage with a $2,000,000 General Aggregate limit and Workers' Compensation coverage at statutory limits with Employers' Liability limits of $100,000 per accident. No incumbent vendor or current contractor information is provided in the available solicitation documents, and no specific award value or budget range is disclosed in the RFP materials. The State reserves the right to reject any or all responses, limit the scope of work, alter or withdraw the solicitation, conduct clarification discussions, and request best and final offers; unsuccessful vendors may file appeals in strict compliance with NRS 333.370 and NAC Chapter 333, with payment for invoices normally made within 45 to 60 days of receipt upon review and acceptance by the State.
