The vendor will provide a detailed project management plan, including timelines, milestones, and implementation phases aligned to a 9-month contract period.

The vendor will maintain regular communication with NDE through scheduled meetings, written updates, and progress monitoring.

All work must prioritize rapid implementation, usability, and actionable outputs, generating early evidence of impact and practical guidance that can be used beyond the pilot sites.

This pilot is intended to produce a complete, stand-alone model and actionable insights within the contract period. This work is not intended to represent a comprehensive or statewide implementation model, but rather to provide practical, implementation-based evidence and guidance to inform future decision-making

Pilot Design and Readiness

The vendor will develop a Focused Pilot Implementation Framework limited to 1–2 core practices, which may include:

Mastery-based progression Learner agency and goal setting Advisory or student support structures Career connected learning pathways including Structured exposure to industry Real-world problem solving Alignment to post-secondary goals

The vendor will define minimum implementation requirements (“non-negotiables”) necessary for pilot success.

The vendor will define how selected pilot practices incorporate authentic, career-connected learning experiences aligned to Nevada’s workforce and postsecondary priorities, where applicable.

The vendor will identify and recommend 2–4 pilot sites representing feasible and diverse implementation contexts.

The vendor will establish pilot readiness criteria, including leadership commitment, educator participation, and structural capacity.

The vendor will conduct a targeted policy and systems scan limited to identifying immediate barriers and necessary flexibilities impacting pilot implementation.

The vendor will ensure alignment with existing state initiatives without expanding scope into full system redesign.

Capacity Development and Pilot Launch

The vendor will design and deliver focused, job-embedded professional learning aligned to the selected pilot practices.

The vendor will establish pilot site implementation teams, including school leaders and educator cohorts.

The vendor will prepare sites for implementation through training, planning sessions, and initial setup.

The vendor will develop and deploy core implementation tools, which may include:

Competency or proficiency rubrics (as applicable) Learner tracking tools Core instructional and feedback structures Tools and structures to support career-connected learning experiences (e.g., project-based units, industry-aligned tasks, or learner pathway planning tools)

The vendor will ensure all pilot sites are prepared to begin implementation within the early phase of the contract period.

Pilot Implementation and Targeted Improvement

The vendor will support active implementation of pilot practices in participating classrooms and schools.

The vendor will facilitate 1–2 targeted improvement cycles (e.g., approximately 6–8 weeks each), including:

Planning Implementation Reflection Adjustment

The vendor will provide targeted coaching and support to pilot site teams.

Baseline conditions Changes in educator practice Student experience indicators Evidence of integration of real-world and career-connected learning opportunities within pilot practices

The vendor will ensure pilot implementation includes attention to equitable access and diverse student needs.

Data Collection and Early Evidence of Impact

The vendor will implement a focused evaluation framework measuring a limited set of short-term indicators, such as:

Student engagement and ownership of learning Changes in educator instructional practice Functionality of pilot structures Student participation in and access to career-connected learning experiences Evidence of student connection between learning and postsecondary or career goals

The vendor will collect qualitative and quantitative data aligned to early indicators of success.

The vendor will conduct regular review sessions with pilot sites, NDE, and CIEE to assess progress and inform adjustments.

The vendor will identify:

Effective practices and enabling conditions Implementation challenges and barriers Variations across pilot contexts

Measurement of long-term outcomes (e.g., graduation rates or statewide achievement changes) is not required within the contract period.

Final Deliverables and Initial Scaling Guidance

Vendor to produce implementation report, refined pilot model & actionable recommendations.

The vendor will produce a Pilot Implementation Report summarizing:

Implementation approach Early evidence of impact Key lessons learned

The vendor will deliver a Refined Pilot Model, including:

Clear description of practices Required conditions for success Practical ready to use implementation guidance

The vendor will provide actionable recommendations informed by pilot implementation, including:

Key factors necessary for successful adoption Practical considerations for replication in additional contexts Policy or flexibility considerations based on identified barriers

The vendor will present findings to NDE, CIEE, and stakeholders as requested.

Sustainability and Transition

The vendor will ensure all tools, resources, and training materials are transferable to NDE and pilot sites for continued use.

The vendor will support a structured handoff of knowledge and materials to enable continuation of pilot practices beyond the contract period.
