About this opportunity
The City of Thousand Oaks is requesting sealed bids for street lighting infrastructure on Avenida De Los Arboles (Project CI 5725), with bids due July 29, 2026, at 4:00 PM via the procurement portal at https://procurement.opengov.com/portal/toaks.
The scope comprises installation of approximately 3,650 linear feet of underground conduits, 14 pullboxes, and site restoration along a one-mile segment west of Highway 23 to support 17 new streetlights; removal and replacement of 1,125 square feet of concrete sidewalk; 210 linear feet of 6-inch concrete curb; 347 tons of asphalt concrete; and full-width street overlay of approximately 9,100 square feet on Calle Abedul totaling 109 tons of overlay material and 28 tons of leveling course. LED luminaires must have a correlated color temperature of 2,700K with Type II or III light distribution. The work spans five intersection locations. Southern California Edison will handle final streetlight installation following the City's completion of underground infrastructure.
The successful bidder must hold a current Class A California contractor's license, possess a valid Class A General Engineering License, and complete all work within 120 calendar days from Notice to Proceed. The contractor must perform at least 30 percent of work with its own forces and equipment. Subcontractors performing work exceeding one-half of one percent of the total bid price or $10,000, whichever is greater, must be designated in the bid; C-31 licensed traffic control subcontractors are required for arterial street work. All work is subject to prevailing wage requirements, CARB compliance for off-road diesel-fueled vehicles, and City, state, and federal laws. The project is subject to tree preservation and stormwater pollution control requirements.
Bid security of ten percent of the total bid price is required via electronic bid bond (Surety2000), original hardcopy bid bond, certified check, cashier's check, or cash. The award goes to the lowest responsive, responsible bidder based on the base bid alone. Performance and Payment Bonds equal to 100 percent of the contract price are due within ten calendar days of award notification. Liquidated damages of $1,000 per calendar day apply for contractor-caused delays; reverse liquidated damages of $1,000 per day apply for city-caused delays. Prospective bidders may visit project sites without prior arrangement; no pre-bid meeting is required.
Opportunity text
The City of Thousand Oaks is planning installation of new streetlights (17) along one of the City's arterial roadways to improve nighttime visibility for pedestrians, bicyclists, motorists, and nearby residents. The project is located along a segment (approx. one mile) of Avenida De Los Arboles, west of Highway 23, and will install underground conduits (approx. 3,650 LF), pullboxes, and restoration of existing facilities in preparation of streetlight construction by Southern California Edison (SCE).
The project also includes full-width street overlay (approx. 9,100 SF) on Calle Abedul, after trenching and conduit installation, to meet the City's pavement rehabilitation standards.
