About this opportunity

Workforce Solutions Alamo, the regional workforce board serving thirteen Texas counties (Atascosa, Bandera, Bexar, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall, Kerr, McMullen, Medina, and Wilson), is requesting proposals for professional development training services for early childhood educators, administrators, trainers, and coaches under RFP 2026-005, with proposals due April 6, 2026 at 2:00 PM CST.

Respondents must meet minimum qualifications including at least two years of documented experience in early childhood education, child development, or childcare provider training, and must demonstrate active use of TECPDS within the past twelve months. Priority is given to Texas Registered Trainers. All trainers must meet SB265 qualifications. VetHUB certification is valued but not required, carrying 5 bonus evaluation points.

The scope encompasses design, development, and delivery of training addressing child growth and development, health and safety, trauma-informed care, inclusive practices, cultural responsiveness, family engagement, and leadership practices aligned with Texas Core Competency Areas and Child Care Regulations. Training must accommodate all required age groups (infants, toddlers, preschool, and school-age children) and meet a 50 percent virtual and 50 percent in-person delivery requirement with minimum twenty-five participants per session. Pricing must be submitted on a cost-per-participant basis only, with all costs including materials, delivery, reporting, TECPDS entry, certificates, and administrative support included in the rate.

The anticipated contract period begins October 2026 and extends through September 2027, with two one-year renewal options available, not to exceed three years total. WSA reserves the right to negotiate multiple contracts and adjust funding levels, scope, performance measures, and contract periods as needed.

Proposals are evaluated on technical approach and program design (25 points), training content and methodology (15 points), experience and past performance (15 points), staffing and qualifications (20 points), performance measurement and reporting (15 points), budget and cost effectiveness (10 points), and VetHUB certification (5 bonus points). Proposals must achieve a minimum score of 70 points to be considered. Questions are due March 23, 2026 by 3:00 PM CST; responses will be provided via Q&A addendum on March 25, 2026.
