About this opportunity
Workforce Solutions Alamo (WSA) is issuing a Request for Proposals (RFP 2026-005) to procure professional development training services for early childhood educators, administrators, trainers, and coaches across a 13-county service area in Texas (Atascosa, Bandera, Bexar, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall, Kerr, McMullen, Medina, and Wilson counties). The procurement seeks qualified training providers to design, develop, and deliver high-quality training aligned with Texas Core Competency Areas, child care regulations, and Texas Rising Star criteria, with mandatory content covering child growth and development, health and safety, trauma-informed care, cultural responsiveness, and family engagement. Deliverables include training delivery via a minimum of 50 percent virtual and 50 percent in-person sessions accommodating at least 25 participants per session across infants through school-age populations, along with materials, certificates, TECPDS administration, and comprehensive reporting. Respondents must demonstrate a minimum of two years of documented professional development training experience and active TECPDS use within the past 12 months, with trainers meeting SB265 qualifications and possessing credentials such as CDA certifications, early childhood education degrees, or equivalent documented expertise. Proposals will be evaluated on technical approach and program design (25 points), training content and methodology (15 points), experience and past performance (15 points), staffing and qualifications (20 points), performance measurement and reporting (15 points), budget and cost effectiveness (10 points), and VetHUB certification status (5 bonus points), with a minimum score of 70 points required for consideration. Key deadlines include a pre-submittal conference on March 19, 2026, at 11:00 AM CST, written questions due by March 23, 2026, responses issued by March 25, 2026, and proposals due April 6, 2026, at 2:00 PM CST via the BonFire eBid platform or physical submission.
The RFP does not specify set-aside designations or restrictions limiting organizational eligibility; however, preference is given to Texas Registered Trainers and organizations holding VetHUB certification. No incumbent vendors or current contractors are identified in the solicitation documentation. Respondents must integrate with and demonstrate active use of TECPDS (Texas Early Care and Education Professional Development System) and submit pricing on a cost-per-participant basis only, with all costs including materials, delivery, reporting, TECPDS administration, and overhead included in the per-participant rate; alternative pricing models are not permitted. The contract period runs from October 2026 through September 2027, with two optional one-year renewal periods available for a maximum three-year contract term. Insurance requirements include general liability coverage of $500,000 per occurrence and $1,000,000 aggregate, errors and omissions coverage, motor vehicle liability, and workers' compensation insurance. The RFP does not specify an explicit budget range or award value; however, pricing will be evaluated as part of the cost-effectiveness criterion, and the contract is contingent upon receipt of sufficient funding from the Texas Workforce Commission and other sources.
