About this opportunity
The Illinois Department of Healthcare and Family Services (HFS), Division of Child Support Services, is seeking an Independent Verification and Validation (IV&V) services provider for the Child Support Automation and Innovation for Modernization (CS AIM) Project. The IV&V vendor will provide comprehensive verification and validation services for developing and implementing a modernized Child Support Information System, which will replace the existing Key Information Delivery System (KIDS). The primary objective is to transfer and implement the Florida Child Support Automated Management System (CAMS) as the preferred system alternative. The contract will have an initial term of 48 months with three optional 24-month renewal periods, not exceeding 10 years total. Technical proposals will be evaluated on a 1,260-point scale, comprising 840 points for technical requirements, 168 points for commitment to diversity, and 252 points for pricing, with a minimum of 706 points required for consideration. A non-mandatory pre-submission conference was held on January 8, 2025, and proposals are due on February 21, 2025, at 2:00 PM CST, with project implementation projected for May 2026.
The procurement includes a 6% Business Enterprise Program (BEP) goal for businesses owned by minorities, women, and persons with disabilities. Current project vendors include Maximus (Project Management Office) since 2017, CSG (Quality Assurance) since 2021, and Deloitte (Design, Development, and Implementation and Training Implementation Services) since 2022. Vendors currently involved in the CS AIM project in other capacities are ineligible to bid on the IV&V contract. The IV&V provider must maintain complete independence from the project team and is prohibited from performing project management, quality assurance, software design, development, or implementation activities. The standard annual travel budget is $20,000, and travel reimbursement follows GSA rates. Pricing must be submitted through the BidBuy system, and the project budget remains confidential. The IV&V services will continue for at least three months after federal certification, which is expected 6-9 months after the system go-live, with the project anticipated to continue until late 2027 at the earliest.
