About this file
This is a Questions and Answers document for RFP 2024-55-061 issued by the Illinois Department of Healthcare and Family Services (HFS) for Independent Verification and Validation (IV&V) services for the Child Support Automation and Innovation for Modernization (CS AIM) Project. The IV&V vendor will provide quarterly reviews and reports to assess various aspects of the CS AIM project, including project management, quality management, training, requirements management, operating environment, testing, and data management. The bid due date has been extended to February 21, 2025 at 2:00 PM CT, with an anticipated award date of July 1, 2025. The project is estimated to go live in May 2026, with federal certification occurring 6-9 months after go-live, and IV&V services continuing for at least three months after certification. On-site review activities will be conducted at state offices in Springfield, IL, while documentation review and report drafting can be done remotely.
The current project environment includes several existing vendors: Maximus (PMO) since 2017, CSG (QA) since 2021, and Deloitte (DDI and Training Implementation Services) since 2022. The project budget is confidential, and pricing must be submitted through the BidBuy items tab. References from HFS projects will not be accepted, and vendors currently involved in the CS AIM project in other capacities (DDI, QA, PMO) are not eligible to bid on the IV&V contract. The previous IV&V contract ended in February 2024, and this rebid aims to re-establish these services. The project is expected to continue until late 2027 at the earliest.

Re: Attachment 1, RFP Page 28:
At the Bidder’s Conference, it was stated that Attachment 1 would be reissued with a due date of February 14, 2025. Since it is time sensitive for vendors to get this form to their references, is it acceptable for vendors to change the due date on the form to February 14, 2025 so we can get these forms out now to allow adequate time for then to respond since the state has not issued an updated Attachment 1? Please advise. Thank you.
Attachment 1
The Bid Date has been extended to February 21, 2025. Yes, it would be acceptable for Vendors to update this page.
26
Attachment 1 lists the proposal due date as February 11, 2025 at 2:00pm CST. Should this be updated to reflect the due date indicated on BidBuy (February 14, 2025 at 2:00pm CST)?
Attachment 1
Yes, please see corrected RFP to reflect the corrected date.
Vendor may utilize the Attachment Form initially published which references the due date of February 21, 2025 or the Revised Attachment 1. All references are due by the Bid opening due date and date published on BidBuy.
27
Please confirm an assumption that the IV&V provider will be provided access to any relevant solution development tools to conduct independent analysis (or relevant exports of this data). Example of tools:
· Requirements management (including requirements traceability to design artifacts and testing artifacts)
· Test Management (including defect tracking, test scenarios/cases repository, tracing to requirements)
· Document repository for status reports, etc.
Attachment 4
The selected vendor will have access to the Requirement Traceability Matrix and project repository which houses all project documents and artifacts.
28
“The frequency of IV&V oversight services has been determined to be Semi-Annual.” This statement seems to contradict the requirement for “Quarterly Review (QR) reports.” Please clarify.
Attachment 4, Section 3
Periodic reviews and reports will be conducted and provided quarterly.
29
The SOW states, “All activities in Sections 7.2 through 7.13 are mandatory IV&V activities and considered part of this solicitation.” Knowing that a) this is an in-flight project, b) the goal of the project is to transfer Florida’s established child support system as the replacement for KIDS, and c) the SOW template does not appear to have been modified to the specific needs of the DCSS CS AIM project, would DCSS please clarify which specific tasks in Sections 7.2 through 7.13 are in scope for this procurement? Understanding which individual tasks are in scope will significantly impact vendor approach and pricing.
Attachment 4, Section 7.1
List of specific tasks in Sections 7.2 through 7.13:
7.2. IV&V Project Management, 7.4 Project Management,
7.5. Quality Management,
7.6. Training,
7.7. Requirements Management, 7.8. Operating Environment,
7.11. System And Acceptance Testing,
7.12. Data Management,
7.13. Operations Oversight
30
The activities presented in this table are listed as “mandatory.” Some of these items seem to assume the IV&V vendor will perform testing (e.g. performance testing) of the solution. Please confirm that testing is not within the scope, although assessment of testing process, artifacts, effectiveness, and other aspects of testing is within scope. Examples:
· OE-1. “Evaluate new and existing system hardware configurations to determine if their performance is adequate to meet existing and proposed system requirements.”
· DE-4. “Evaluate new and existing development software to determine if its capabilities are adequate to meet system development requirements.
Attachment 4, Section 7.8 – 7.9
Confirmed.
31
