About this opportunity

Maricopa County Community College District, on behalf of Phoenix College Preparatory Academy (PCPA), a School Food Authority, is seeking a Food Service Management Company (FSMC) to operate child nutrition programs including the National School Lunch Program (NSLP) and School Breakfast Program (SBP) at a single school site serving approximately 250 students. The FSMC will be responsible for preparing approximately 23,980 meals annually (7,160 breakfast and 16,820 lunches), with all labor, food, supplies, administrative costs, and management fees included in a fixed-price per meal structure with no separate billing permitted. The contractor must comply with all applicable federal and state regulations, including USDA requirements for meal pattern compliance and nutrition standards per the Healthy, Hunger-Free Kids Act of 2010, as well as procurement standards under 2 CFR 200 and 7 CFR 210. Key deliverables include maintaining comprehensive insurance coverage, completing E-Verify requirements, obtaining appropriate health certifications, and completing two food safety inspections during the contract period by June 30, 2026. Award will be made based on evaluation criteria weighted as follows: Pricing (37%), Method of Approach and Implementation Plan including product tasting (35%), and Experience, Expertise, and Reliability (28%). Written questions are due April 3, 2026 by 5:00 PM Arizona time, proposals are due April 29, 2026 by 3:00 PM Arizona time via the Euna Procurement Portal, and oral presentations and product tastings are scheduled for May 21-22, 2026 at PCPA's location in Phoenix. The contract will commence July 1, 2026 for an initial twelve-month term with options for up to four additional one-year renewals, not to exceed five years total.

The RFP does not specify set-aside designations or restrictions on the types of organizations eligible to respond, nor does it identify any current incumbent vendors or existing food service contractors. PCPA currently has no food service employees on staff, indicating a transition from previous operations or a startup of food services. The school serves a student population with 98% qualifying for free or reduced-price meals, and currently charges zero meal pricing with zero adult meals served. The FSMC must provide either a "Guaranteed No Loss" or "Guaranteed Minimum Return" option as documented on the proposal attachment, and must credit the SFA monthly for all USDA Foods received, including entitlement and bonus foods. While the RFP does not provide an explicit award value or budget range, the financial reports indicate PCPA's total revenues for FY 2025 were $2,967,640 with total expenses of $2,702,653, demonstrating the school's financial capacity to sustain contracted food services; the fixed-price per meal structure will determine the ultimate contract value based on actual meal participation rates and pricing submitted by responsive proposers.
