About this opportunity
Pinellas County School District is seeking a certified and licensed contractor to provide comprehensive Chemical Fire Suppression Systems Maintenance and Repair Services through Bid #25-JG-027A. The procurement covers corrective and preventative maintenance for pre-engineered fire suppression systems across 138 kitchen sites, 7 paint booth locations, and 18 culinary sites within the county's school facilities. Contractors must provide all necessary labor, materials, and equipment to perform maintenance in compliance with NFPA standards, specifically NFPA 17, 17A, and 96. Required qualifications include possessing a valid Fire Equipment Dealer Class D license, demonstrating four continuous years of business under the same legal entity, and maintaining a business office within 50 miles of the district's central administration. The bid evaluation will use a point-based system focusing on hourly rates for technicians and helpers during straight time, nights/weekends, and emergency periods, with additional points awarded for 6-year maintenance service and material/supply costs. Bids are due by 3:00 pm on July 17, 2025, through the District's OpenGov Procurement portal, with the contract period spanning from July 30, 2025, to May 27, 2027, and an option for one additional two-year renewal period.
The solicitation contains specific restrictions that prevent the vendor awarded the Inspection, Testing and Certification Services contract from being selected for this maintenance contract, ensuring competitive separation between related services. No specific set-aside designations for disadvantaged enterprises are explicitly mentioned in the documentation. Contractors must provide comprehensive insurance coverage, including General Liability, Automotive Liability, and Workers' Compensation Insurance, with specific requirements varying based on project contract value. The estimated contract value is approximately $50,000 for the initial two-year period, with compensation structured on an hourly rate basis and materials billed at a percentage markup on manufacturer's wholesale prices. Bidders must work with various fire suppression system manufacturers including Amerex, Ansul, Captive Aire, Kiddie-Fenwal, and Pyrochem, and must follow strict protocols for reporting system deficiencies, obtaining site administrator signatures, and maintaining professional conduct. The district reserves the right to terminate the contract for repeated failures to meet performance standards, and contractors must comply with numerous fire safety codes, State Fire Marshal rules, Florida Statutes, and OSHA requirements.
