About this file

The provided document is a Technical Specifications and Requirements file for a Chemical Fire Suppression Systems Maintenance and Repair Services contract issued by Pinellas County School District in Florida. The solicitation (Bid #25-JG-027A) seeks a certified and licensed contractor to provide comprehensive maintenance and repair services for pre-engineered fire suppression systems across 138 kitchen sites, 7 paint booth locations, and 18 culinary sites within the district's facilities. The contract period spans from July 30, 2025, to May 27, 2027, with an option for one additional two-year renewal. Bidders are required to submit proposals by 3:00 pm on July 17, 2025, through the District's OpenGov Procurement portal, with contractors expected to perform services in strict compliance with NFPA standards (specifically NFPA 17, 17A, and 96) and State Fire Marshal regulations.

The estimated contract value is approximately $50,000 for the initial two-year period, with compensation structured on an hourly rate basis and materials billed at a percentage markup on manufacturer's wholesale prices. Contractors must possess a valid Fire Equipment Dealer Class D license, demonstrate four continuous years of business under the same legal entity, and maintain a business office within 50 miles of the district's central administration. The bid evaluation will use a point-based system focusing on hourly rates for technicians and helpers during various time periods, with additional points awarded for 6-year maintenance service and material/supply costs. Notably, the solicitation explicitly prevents the vendor awarded the concurrent Inspection, Testing and Certification Services contract from being selected for this maintenance contract, ensuring competitive separation between related services.
