About this opportunity

The South Dakota Department of Social Services (DSS) is seeking a software solution for a check-in/queueing and client information system to be initially piloted at their new One Stop location in Sioux Falls, Minnehaha County. The primary objective is to modernize visitor experiences by reducing wait times, improving service delivery, enhancing communication, and minimizing stress during client interactions. The system is expected to manage approximately 150 daily visitors and potentially be expanded to over 40 communities across South Dakota. Vendors must submit comprehensive proposals addressing software capabilities, including queuing management, client tracking, and service optimization technologies. The Request for Proposal (RFP13685) requires detailed technical and security responses, with all inquiries to be emailed to Kirsten Blachford at Kirsten.Blachford@state.sd.us by a specified date. Proposals are due by April 30, 2025, with all supplementary documentation to be posted on the state's e-procurement system and DSS website. Evaluation will likely include technical capabilities, security compliance, system integration potential, and overall solution effectiveness in meeting DSS's client service objectives.

While no specific set-aside designations were explicitly mentioned in the provided documentation, vendors must comply with extensive security requirements outlined in the Information Technology Security Policy (ITSP). Contractors will need to undergo background checks, sign confidentiality agreements, and adhere to strict cybersecurity protocols covering data protection, network access control, and handling of sensitive information types like Federal Tax Information and Protected Health Information. The comprehensive cost proposal template suggests potential multi-year contract structures, with pricing considerations for software licensing, system configuration, training, and ongoing maintenance. Although specific budget ranges were not disclosed, the detailed cost proposal template indicates flexibility for vendors to propose pricing across five contract years. The solution must demonstrate capabilities for seamless integration with existing state infrastructure and potentially support future expansion across multiple service locations. Vendors will be expected to provide robust, scalable technology solutions that can effectively manage client flow and improve overall service delivery in a high-volume social services environment.
