About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Treasurer, is issuing Request for Bid (RFB) 758 2600000240 for the procurement of check stock paper supplies to establish a master agreement for statewide use. The solicitation seeks vendor responses for four line items of continuous carbonless check forms and related products: Z-Fold check stock (1.2 million sheets annually), C-Fold check stock (96,000 sheets annually), W-2 stock (28,000 sheets annually), and Z-Fold separator paper (10,000 sheets annually), all featuring 28# white seal paper with void pantograph watermarks and MICR encoding printed in black and white. Materials must be delivered to the Kentucky State Treasurer's office at 1050 US Highway 127 South, Suite 100, Frankfort, Kentucky 40601 via exterior loading dock before 8:00 AM. The bid closing date, originally scheduled for December 5, 2025 at 1:30 PM ET, was extended to December 30, 2025 at 1:30 PM ET; vendors' written questions were due November 25, 2025 at 10:00 AM ET, and a bid reading will be conducted at 3:30 PM ET on the closing date. The initial contract period is one year from the award date, with four optional two-year renewal periods subject to written approval and potential renegotiation. Bids will be evaluated using a best value methodology with price weighted at 90 points and delivery performance at 10 points, with the lowest-priced bidder receiving maximum points and others scored proportionally; all pricing must remain valid for a minimum of 60 calendar days after the bid due date and be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes.
This procurement is not subject to set-asides but is subject to Kentucky's reciprocal preference for resident bidders and preferences for qualified bidders, including Kentucky Correctional Industries (receiving 20 percent preference), Kentucky Industries for the Blind, and specified nonprofit organizations (receiving 15 percent preference); vendors claiming resident or qualified bidder status must submit required affidavits. All bids must be submitted electronically through the Commonwealth eProcurement system, with vendors required to register in the Vendor Self Service portal at least 24-48 hours prior to submission. Prior to award, successful bidders must provide proof of Commercial General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth named as additional insured, and Automobile Liability Insurance with a minimum limit of $1,000,000 combined single limit if providing delivery services. Additionally, vendors must submit Kentucky tax registration forms (Revenue Form 10A100 if applicable), proof of Secretary of State registration for foreign entities, and any required residency or qualified bidder affidavits. Price increases are prohibited during the first 12 months of the contract; thereafter, increases may be requested with 30 days' written notice and documentation of industry-wide price changes. The Commonwealth reserves the right to extend contract use to other state agencies with vendor consent and may cancel the RFB if responses exceed available funding; contact Stephanie Durr at 502-564-6521 for additional information.
