About this opportunity

Cape Hatteras Electric Cooperative (CHEC) is seeking a Base Camp Services provider for an emergency response contract under Bid #25-4 for storm preparedness and recovery on Hatteras Island, North Carolina. The procurement requires a comprehensive base camp facility capable of simultaneously housing and feeding 100 personnel, with specific infrastructure requirements including kitchen and catering services, refrigerated food storage, air-conditioned dining and sleeping facilities, sleep trailers with 30+ beds, showers, toilets, laundry services, on-site medical aid, site security, and essential utility services. The base camp must be deployable within 24 hours after a storm, fully operational within 72 hours, and prepared to sustain operations for a minimum of seven consecutive days with potential single-day extensions. Proposals are due by 5:00 p.m. on May 2, 2025, with bid openings scheduled for May 5, 2025, and anticipated bid acceptance on May 12, 2025. The evaluation will utilize a 100-point criteria system, equally weighing contractor qualifications, staff credentials, past performance, technical approach, and cost proposal.

The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide comprehensive insurance documentation, including $5,000,000 in commercial general liability, $5,000,000 in automobile liability, and $1,000,000 in workers' compensation, with the United States of America required as an additional insured per National Park Service special use permit. While no specific budget range is detailed, the complexity of required services suggests a significant contract value. CHEC will provide fuel and propane for generators and equipment, which may offset some contractor costs. The contract appears designed for emergency response contractors with substantial logistical capabilities, robust infrastructure deployment experience, and the ability to rapidly establish and maintain a self-contained base camp in potentially challenging post-storm conditions. Potential respondents should demonstrate extensive experience in emergency management, mobile facility operations, and rapid-response logistical support.
