About this opportunity

The Texas Comptroller of Public Accounts is requesting offers for software maintenance and related services on the CentralSquare ONESolution Records Management System (RMS) under RFO 304-27-1555JW, with offers due September 1, 2026 at 2:00 p.m. Central Time. A mandatory VetHUB Subcontracting Plan is required; respondents must demonstrate good faith efforts to recruit and notify Texas Certified Veteran Heroes United in Business vendors, though VetHUB status will not be used as a selection criterion.

The scope covers maintenance, technical support, and related services for CPA's existing ONESolution perpetual licenses used by the Criminal Investigations Division since 2014, including the Base RMS, Property & Evidence, Daily Activity, Notification, Probation & Parole, Professional Standards modules, and barcoding functionality. The respondent must be either the direct vendor or an authorized reseller and must demonstrate compatibility with Microsoft SQL Server 2022 Enterprise, Windows Server 2022 Datacenter, VMware Hypervisor, and Active Directory. Service Level Agreements must specify maximum response times ranging from 2 hours for critical priority incidents to 72 hours for low priority items. Comprehensive CJIS Security Policy compliance, FIPS 140-2 encryption (minimum AES-128), annual third-party security assessments, and supply chain risk management procedures are mandatory.

The initial contract term runs December 1, 2026 through November 30, 2027, with three optional one-year renewal periods available through November 30, 2030. CPA anticipates awarding to one successful respondent. Evaluation will use the Best Value Standard with weighting of 10% on past performance, qualifications, and experience; 50% on compliance with CPA specifications; and 40% on cost. Required insurance includes Commercial General Liability and Professional Liability of $1 million per occurrence each. Liquidated damages are 2% per calendar day for failure to perform timely. Addendum No. 1 was released August 20, 2026, and must be acknowledged with proposal submission. Work is not expected to be performed on-site; hybrid delivery models utilizing onshore and offshore resources are permitted within specified parameters.
