About this opportunity

The State of Oregon, Oregon Military Department, is conducting an Invitation to Bid (ITB) for the Central Oregon Unit Training Equipment Site (COUTES) Latrine Expansion project located at 2899 Ochoco Way in Redmond, Oregon. The procurement seeks a general construction contractor to execute an approximately 350 square foot interior remodel that updates the women's toilet/shower room to be ADA compliant, repurposes the men's locker room into a women's locker room, and relocates the men's locker room to the existing women's locker room space. Key deliverables include new doorway openings in existing concrete masonry unit walls, modification of electrical systems and plumbing fixtures, installation of ADA-compliant bathroom fixtures with ceramic tile finishes, structural steel header beams at doorway openings, and all associated mechanical, electrical, and plumbing work designed per the 2022 Oregon Structural Specialty Code. Qualified bidders must be registered in the OregonBuys eProcurement system, hold valid Oregon Construction Contractors Board (CCB) licenses, and possess a UEI number prior to submission. All work must comply with Oregon prevailing wage rate requirements for Deschutes County as administered by the Bureau of Labor and Industries (BOLI). Critical deadlines include a mandatory on-site pre-bid conference on May 20, 2026, at 10:00 a.m. PT with required attendee registration, a deadline of 10:00 a.m. PT on May 27, 2026, for requests for clarification and brand approvals, and a hard copy bid submission deadline of June 10, 2026, at 2:00 p.m. PT with public bid opening to follow immediately. Award will be made to the responsible bidder submitting the lowest responsive bid with no liquidated damages clause applying to the resulting contract.

The project involves no set-aside designations or restrictions limiting bidder eligibility based on disadvantaged enterprise status. Bidders must submit bid security equal to ten percent (10%) of the total bid amount, and the apparent successful bidder must provide performance and payment bonds each equal to 100% of the awarded contract value, proof of insurance within 14 calendar days of Intent-to-Award, and a Public Works bond before commencing work. The project budget is estimated between $180,000 and $200,000 and will be funded with state and federal funds, with five percent (5%) retainage withheld from progress payments. The project schedule requires work to commence 15 calendar days from issuance of the Notice to Proceed, with substantial completion required within 180 calendar days and final completion within 240 calendar days. No incumbent vendors or existing contractors are identified in the procurement documents, and the project represents new construction work with no existing infrastructure integration requirements beyond compliance with current facility conditions and ADA standards.
