About this opportunity

Palm Beach County Board of County Commissioners and the Department of Housing and Economic Development are requesting proposals for a Central County Economic Development Master Plan spanning seven municipalities and unincorporated Palm Beach County, with proposals due July 16, 2026 at 4:00 p.m. local time. A non-mandatory pre-proposal conference is scheduled for June 11, 2026. The SBE program applies with a 15 percent evaluation weight; local preference points are available to proposers with a valid Palm Beach County Business Tax Receipt and certified business location within the county.

The scope encompasses a comprehensive, data-driven master plan for approximately 57 square miles and 280,908 residents, including economic analysis, public engagement strategies, workforce development initiatives, land use recommendations, infrastructure analysis, branding strategy, corridor design, and implementation frameworks. The plan is multi-jurisdictional, involving the City of Atlantis, City of Greenacres, Town of Haverhill, Town of Lake Clarke Shores, City of Lake Worth Beach, Town of Lantana, Village of Palm Springs, and Palm Beach County.

The contract commences October 1, 2026 for an initial 30-month term with three optional one-year renewal periods. Evaluation criteria are weighted as follows: Experience/Qualifications (30 percent), Project Approach/Understanding (25 percent), Key Personnel and Operations (15 percent), SBE participation (15 percent), Price Proposal (10 percent), and Business Location/Local Preference (5 percent). Price will be evaluated on reasonableness and competitiveness. The Selection Committee meets July 30, 2026, with oral presentations scheduled for August 13, 2026 if required. A performance bond or irrevocable letter of credit equal to 100 percent of the contract amount is required before work commences. All proposers and subcontractors must register in the County's Vendor Self Service system.
