About this opportunity
The City of Fort Myers is requesting statements of qualifications for Construction Engineering Inspection services associated with waterway debris collection and removal funded through the USDA Natural Resources Conservation Service Emergency Watershed Protection Grant, with submittals due October 29, 2026, and a mandatory pre-proposal meeting on October 5, 2026.
The scope encompasses CEI oversight of minor clearing, bank repair, debris and sediment removal from waterways and canals throughout Fort Myers and Lee County, erosion repair, installation of articulated concrete block mats, and vegetative restoration. Specific waterways include the Caloosahatchee River, Billy's Creek, and multiple canals across the city. Work involves sediment removal and bank reshaping ranging from 200 to 9,327 linear feet at various sites, with underwater vegetative debris removal totaling 7,500 linear feet in Billy's Creek. The CEI contractor must provide one primary and one backup inspector available for the contract duration, with continuous to periodic inspection intensity depending on work complexity. The inspector must document daily activities through the City's Procore project management software, submit weekly progress reports detailing quantities and corrective actions, capture digital photographs with descriptive logs, and certify final as-built drawings. Required inspector skills include program management, design comprehension, geotextile and concrete block mat quality assurance, contractor communication, contract administration, safety hazard recognition, and utility conflict resolution.
Mandatory minimum qualifications include three consecutive years in business under the current company name, no arrears or defaults with the City, Florida business authorization, and disclosure of material litigation or disciplinary action from the preceding five years. Required insurance includes Commercial General Liability, Comprehensive Auto Liability, Workers' Compensation and Employer's Liability, Professional Liability/Errors and Omissions, Marine Coverage (minimum $1 million per claim), and Environmental/Pollution Liability.
Evaluation uses a two-criterion scoring method: Approach to the Project/Design (45 points) and Experience of the Firm and Qualifications of Assigned Personnel (55 points). Questions are due October 13, 2026. Compensation is negotiated following ranking under Florida Statute 287.055. Submittals must include mandatory minimum qualification documentation, evaluation criteria responses, Current Capacity Certification, Byrd Anti-Lobbying Certification, E-Verify Affidavit, and compliance certifications. The statement of qualifications remains valid for 180 calendar days. Award is contingent on successful contract negotiation and City Council approval.
