About this file
This Scope of Construction Services document outlines the construction requirements for Project 1182-2023, a waterway debris collection and removal initiative funded through the USDA's Natural Resources Conservation Service (NRCS) Emergency Watershed Protection Grant and administered by the City of Fort Myers, Florida. The project encompasses minor clearing, bank repair, debris and sediment removal from waterways and canals, repairs to eroded areas, installation of articulated concrete block mats, and vegetative restoration measures. The scope includes ten line item tasks: Non-Vegetative Debris Removal, Vegetative Debris Removal, Tree Removal, Underwater Debris Removal, Sediment Removal, Bank Reshaping, Sediment Transport, Installation of Articulated Concrete Block Mat, Record Drawings, and Mobilization/Remobilization. Most items are measured in cubic yards, linear feet, or mileage on a not-to-exceed basis, with record drawings specified as a lump sum per 200 linear feet of canal.
The contractor must provide comprehensive documentation to support the City's request for grant reimbursement, including invoices for material costs, records documenting material types, quality and quantities, daily time records for employees with wage rates and hours, equipment operating records showing type, size, hourly rates and actual hours of operation, and weekly construction progress reports with on-site inspections. The contractor is required to submit PE-certified as-built drawings and quantities upon project completion. All contractors and subcontractors must comply with OSHA regulations and the Contract Work Hours and Safety Standards Act (40 USC 3701-3708), as supplemented by Department of Labor regulations (29 CFR Part 5). Equipment idle time is not eligible for reimbursement and must be excluded from equipment operating records.
