About this opportunity
Escambia County, Florida is requesting qualifications for construction engineering, inspection, and project management services on the Beulah Road Realignment project, with responses due July 1, 2026 at 1:00 PM. This solicitation is for CEI services only; construction will be bid separately at a later date. A non-mandatory pre-solicitation meeting was held June 16, 2026; the question-submission deadline was June 22, 2026.
The scope encompasses rehabilitation of 1.4 miles of Beulah Road with full-depth asphalt pavement, turn lane widening, shoulder addition, and ditch reconstruction; construction of five 60-inch RCP pipes beneath Beulah Road for future landfill use; construction of approximately one mile of Kingsfield Road with conversion of the Kingsfield Road and Beulah Road intersection into a merge lane; water main relocation (approximately 130 linear feet of 8-inch and 1,490 linear feet of 6-inch PVC main); and full-time onsite inspection services throughout construction. An alternative bid component includes rehabilitation of 0.5 miles of Beulah Road south of I-10 without widening or shoulder additions.
The contract term is fifteen months from award, operating on a "not to exceed" basis using hourly rates. The County prefers that CEI fees not exceed 7.5 percent of estimated construction cost, though this is not mandatory and fees will be negotiated. Consultant personnel must hold FDOT Asphalt Roadway Paving Inspector, Asphalt Plant Inspection, Class 1 Concrete Technician, Soils and Aggregate Technician, Earthwork Technician, and SWPPP Training certifications.
Responses must address firm introduction and project understanding, firm qualifications with client references, key personnel qualifications and organizational structure, recent and current workload, ability to meet project schedules, and required vendor submission documents. The County will evaluate proposals on best-value grounds and may conduct oral presentations with short-listed firms. Responses must be submitted electronically through https://secure.procurenow.com/portal/escambiacountyfl. The County reserves the right to reject any or all proposals and waive informalities.
