About this file
This is a Stormwater Permit Exemption document issued by the Northwest Florida Water Management District to Escambia County regarding the Beulah Road Improvements project. The District received the exemption application on December 17, 2025, and determined on January 9, 2026, that the project qualifies for an exemption under Florida Administrative Code Rule 62-330.051(4)(c), meaning no District permit is required for the proposed work. The exemption verification also constitutes an express waiver of water quality certification under Section 401 of the Clean Water Act. The project involves rehabilitation of 1.4 miles of Beulah Road including full-depth pavement asphalt, turn lane widening, shoulder addition, and ditch reconstruction, along with installation of five 60-inch pipes under Beulah Road for future landfill use. An alternate bid component includes rehabilitation of 0.5 miles of Beulah Road south of I-10 without widening or shoulder additions. Additionally, 0.25 miles of Kingsfield Road will be constructed with the Kingsfield Road and Beulah Road intersection converted to a merge lane.
The exemption verification applies solely to Northwest Florida Water Management District requirements and does not relieve Escambia County of permit requirements from other agencies. The related construction engineering, inspection, and project management services solicitation (CEI - Beulah Road Realignment) will be bid separately from the construction work itself, which will be solicited at a later date. Contact information for questions regarding the exemption has been provided through Brandy Parker at the District office. No pricing, funding sources, or contract term information is specified in the exemption document itself.

Re: Beulah Road Improvements Application # PDEX-033-327961-1 (Please reference the above number on all correspondence)
Dear Rob McCracken:
The Northwest Florida Water Management District (District) received your application on December 17, 2025 requesting an exemption verification for the referenced project.
Based on the information provided, the District has determined that the project is eligible for an exemption under 62-330.051(4)(c). Therefore, the project will not need a District permit pursuant to rule reference.
This permit also constitutes an express waiver of water quality certification under Section 401 of the Clean Water Act, 33 U.S.C. Section 1341. Pursuant to Rule 62-330.062, F.A.C., State Water Quality Certification is waived for activities that are exempt under rule 62-330.051 or 62-330.0511, F.A.C.
This exemption verification only applies to the requirements of the District and does not relieve you of meeting the permit requirements of other agencies. Please contact Brandy Parker at (850) 951- 4669 if you have any questions.
Sincerely, Chris Shortt, P.E.
Chief, Bureau of Surface Water
