About this opportunity
The City of Meriden, Connecticut is soliciting bids for construction of concrete sidewalks, curbs, and ramps using Community Development Block Grant funds, with bids due August 25, 2026 at 11:00 a.m. via the OpenGov eProcurement Portal. A 25% small business enterprise set-aside and 6.25% minority/women/disabled-owned business set-aside apply to state-funded portions; Section 3 businesses certified under HUD guidelines receive bid preferences.
The scope encompasses approximately 8,200 square feet of sidewalk, 1,650 square feet of driveway apron, 1,620 linear feet of concrete curb, and 750 square feet of handicap ramps on Oak Street (West Side) between Olive Street and Lima Street and Liberty Street (South Side) between Catlin Street and Norwood Street. Contractors must submit unit costs for seven line items: concrete sidewalk, concrete driveway aprons, concrete pedestrian ramps, cast-in-place concrete curbing, bituminous concrete driveway repair, replacement catch basin tops, and replacement grate catch basin tops. Contractors must demonstrate sufficient resources to dedicate at least one sidewalk crew working 40 hours per week for the contract duration. Work is scheduled to begin approximately September 15, 2026 and end no later than December 15, 2026.
A 10% bid bond and performance and labor/material payment bonds equal to 100% of the contract price are required. Liquidated damages of $500 per day apply for delays beyond the specified completion date. The project is subject to Connecticut prevailing wage rates, Davis-Bacon wage requirements, Build America Buy America Act requirements, Executive Order 11246 equal employment opportunity provisions, and HUD administrative requirements. The City is exempt from federal excise taxes and Connecticut state and use taxes, which should not be included in bid prices. Questions are due August 18, 2026 at 4:00 p.m. Site visits are encouraged. Bids must remain open for 60 days following opening. Contact Denise Olivo at 203-630-4116 or DOlivo@meridenct.gov.
