About this file

This is an Invitation to Bid (ITB) solicitation document issued by the City of Meriden, Connecticut for construction services related to concrete sidewalks, curbs, and ramps funded through Community Development Block Grant (CDBG) monies from the Department of Housing. The City is requesting bids for labor and materials to construct approximately 8,200 square feet of sidewalk, 1,650 square feet of driveway apron, 1,620 linear feet of concrete curb, and 750 square feet of handicap ramps across two project areas: Oak Street (West Side) between Olive Street and Lima Street and Liberty Street (South Side) between Catlin Street and Norwood Street. The bid submission period runs from August 1, 2026 through August 25, 2026 at 11:00 p.m. EDT, with vendor questions accepted through August 18, 2026 at 4:00 p.m. EDT. All bids must be submitted via the OpenGov eProcurement Portal. Site visits are encouraged, and work is scheduled to commence approximately September 15, 2026 with completion required no later than December 15, 2026. Contractors must demonstrate capacity to dedicate at least one sidewalk crew working 40 hours per week for the contract duration.

Bidders must submit unit costs for seven line items: concrete sidewalk, concrete driveway aprons, concrete pedestrian ramps, cast-in-place concrete curbing, bituminous concrete driveway repair, replacement catch basin tops, and replacement grate catch basin tops. A 25% small business enterprise set-aside and 6.25% minority/women/disabled-owned business set-aside apply to state-funded portions, with Section 3 businesses certified under HUD guidelines receiving bid preferences. Performance and labor/material payment bonds equal to 100% of the contract price are required, along with a 10% bid bond. Liquidated damages of $500 per day apply for delays beyond the completion deadline. The project is subject to Connecticut prevailing wage rates, Davis-Bacon wage requirements, Build America Buy America Act requirements, and Executive Order 11246 equal employment opportunity provisions. The City is exempt from federal excise taxes and Connecticut state and use taxes, which should not be included in bid pricing. Bids must remain open for 60 days following opening.
