Scope of Work Summary
This is a Scope of Work document for Volusia County's Office of Recovery and Resiliency (ORR) detailing construction services required for Ridgewood Flood Mitigation improvements in Florida. The project encompasses structural flood mitigation enhancements to reduce vulnerability to future flooding events, with specific focus on elevating critical building systems and installing flood barriers and resilience measures at the Ridgewood facility. The project is part of Volusia County's broader Hurricane Ian recovery effort funded through a U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant for Disaster Recovery (CDBG-DR). The scope includes site preparation, construction of flood mitigation infrastructure, installation of mechanical and electrical systems, completion of final finishes, and all work necessary to bring the facility into full operational compliance with state and federal disaster recovery requirements. The contractor must comply with all CDBG-DR regulations, prevailing wage requirements, and federal environmental standards. The project timeline, specific deliverables, inspection requirements, and performance standards are outlined within the scope to ensure quality construction and timely project completion.
The project is funded entirely through HUD CDBG-DR disaster recovery funds allocated to Volusia County for Hurricane Ian recovery. Prevailing wage requirements apply to all construction work as mandated by federal CDBG-DR funding guidelines. Contractors must demonstrate experience with similar flood mitigation projects and compliance with federal procurement standards. All work must meet current Florida Building Code standards and incorporate design specifications developed by the county's engineering consultants to ensure long-term flood resilience and protection for this critical healthcare facility.

1. Project Overview On September 28, 2022, the outpatient services facility located at 702 South Ridgewood Avenue, Daytona Beach, sustained significant flood damage as a result of Hurricane Ian. The structure is a brick-on-concrete-masonry-unit (CMU) building with a first-floor elevation of 5.14 feet above sea level (NAVD 88), as established by the recorded Elevation Certificate.
The objective of this project is to implement passive flood mitigation improvements that will protect the building to a flood elevation of 8.0 feet above sea level without requiring human intervention prior to a storm event. The design strategy achieves this protection level by adding three (3) feet of waterproofing and flood-resistant construction above the existing first-floor elevation, replacing existing openings with flood-rated assemblies, and elevating mechanical and electrical equipment above the 8.0-foot flood protection datum.
The improvements are consistent with the Transform 386 Ridgewood Flood Mitigation Application and have been developed through site assessment and pre-construction coordination. All work shall be performed in accordance with applicable provisions of the Florida Building Code (FBC), local Volusia County building requirements, and the floodplain management standards of the National Flood Insurance Program (NFIP).
2. Existing Conditions The Contractor shall be responsible for independently verifying existing site and building conditions prior to submission of a bid. The following conditions are provided for informational purposes based on pre-design assessment:

1. First-Floor Elevation: 5.14 feet above sea level (NAVD 88) per the recorded Elevation Certificate.
1. Existing Openings: Multiple storefront doors and windows currently extend to or near finished grade, providing no flood resistance below the 8.0-foot flood protection datum.
1. Existing Doors: A combination of hollow metal (HM) and glass storefront doors are present on the north and south elevations. See Section 4.6 for a complete listing of openings.
1. Existing Windows: Windows on the south elevation currently extend to near grade level and are not flood-rated.
