About this opportunity

Volusia County's Office of Recovery and Resiliency is issuing an Invitation for Bid (ITB No. 26-B-19KW, Contract No. C-2065) for construction services to stabilize and improve the Travelers-Umbrella Canal and Unity-Vista Canals in the City of Edgewater, Florida. This federally funded project, financed entirely through a U.S. Department of Housing and Urban Development Community Development Block Grant for Disaster Recovery (CDBG-DR), supports Volusia County's recovery from Hurricane Ian damage sustained in September 2022. The scope of work encompasses bank stabilization using aggregate-filled geoweb cellular confinement systems, canal bottom armoring with Presto Geosystems Geoweb and Keystone Compac III retaining wall blocks, installation of stormwater drainage infrastructure including 24-inch and 18-inch reinforced concrete pipes, erosion control measures (including 6,750 linear feet of silt fence and floating turbidity barriers), vegetation removal and native plantings, concrete endwall and headwall construction, pipe extensions and replacements, and site restoration across approximately 4,150 linear feet of canals. The project requires substantial completion within 120 days of the Notice to Proceed and final completion within 30 days thereafter, for a total contract time of 150 days, with liquidated damages assessed at $2,667 per day for delays beyond the completion date. Contractors must obtain and comply with permits from the St. Johns River Water Management District, Florida Department of Environmental Protection, and Army Corps of Engineers, and must provide full-time on-site project management with a designated Project Manager and superintendent. The solicitation was released on May 5, 2026, with a non-mandatory pre-bid meeting scheduled for May 18, 2026, at 3:00 p.m.; the deadline for submitting questions is May 28, 2026, at 11:59 p.m.; and bids must be submitted electronically through the County's eProcurement Portal by June 11, 2026, at 3:00 p.m., with bid opening conducted via Microsoft Teams. All bidders must provide a bid bond equal to five percent of the total project cost and must complete and return mandatory Prime/Subcontractor Forms identifying all proposed subcontractors and their work scopes across disciplines such as underground utility/stormwater/site construction, silt fence installation, structural concrete, sod/landscaping installation, and surveying services.

This procurement is funded entirely by federal CDBG-DR grant funds and is not subject to local preference provisions. However, all contractors and subcontractors must comply with comprehensive federal requirements including Davis-Bacon prevailing wage obligations, Copeland Act anti-kickback provisions requiring weekly certified payroll submissions on Form WH-347, Section 3 compliance mandating at least 25 percent of labor hours be performed by Section 3 workers and 5 percent by Targeted Section 3 workers, E-Verify employment verification, and non-discrimination provisions under Executive Order 11246 and various civil rights statutes. Contractors must document affirmative steps to utilize minority and women-owned business enterprises (M/WBE) as suppliers and subcontractors where possible and must complete Minority & Women Business Reporting Forms (MWBE) and Section 3 Business Concern Certification forms. All contractors and subcontractors must maintain comprehensive insurance coverage including commercial general liability with per-occurrence limits of $1,000,000 and aggregate limits of $2,000,000, workers' compensation with waiver of subrogation, auto liability with combined single limits of $1,000,000, excess liability of $1,000,000 per occurrence/aggregate, contractors' pollution liability of $1,000,000 per incident/aggregate, and an installation floater for the full value of installed materials and equipment. The awarded contractor must furnish Performance and Payment Bonds equal to 100 percent of the contract price in accordance with Florida Statute 255.05, maintain current state contractor licenses, register on SAM.gov, and comply with all federal labor standards and environmental regulations including the Clean Air Act, Clean Water Act, and historic preservation standards. The County will retain five percent of each monthly payment as retainage in accordance with Florida Statute 255.078, with release upon final payment, and will remit full payment on undisputed invoices within 20-25 days for construction services per Florida Statute 218.735, with interest accruing at one percent per month on invoices unpaid after 30 days. The estimated construction cost for this project is $4,150,000, with no incumbent vendor or current contractor listed.
