About this file

This is a Scope of Work document for the City of Edgewater's Canal Armoring Construction project, administered by Volusia County's Office of Recovery and Resiliency in partnership with the City of Edgewater, Florida. The project involves stabilization and improvement of the Travelers-Umbrella Canal and Unity-Vista Canals to address erosion and functionality issues identified in the existing canal system. Construction services will include bank stabilization using aggregate-filled geoweb, armoring of canal bottoms, vegetation removal and new sod plantings, installation of inlet structures and manholes at pipe extension locations, and placement of headwalls at all pipe outlets. The work is designed to improve slope stability, enhance stormwater mitigation capabilities, prevent bank erosion, improve conveyance, and provide safe access for staff while enhancing aesthetics and safety for residents.

The project is funded through a U.S. Department of Housing and Urban Development Community Development Block Grant for Disaster Recovery (CDBG-DR) to aid in Volusia County's recovery from Hurricane Ian damage sustained in September 2022. No specific pricing terms, response deadlines, site visit schedules, bidder conference dates, award dates, contract term information, or other procurement-related details are provided in this scope of work document.

Text version

Scope of Work (SOW): Both canals contain many pipes and other structures that discharge into the canals. Inlet structures and manholes will be installed at locations where existing pipes are proposed to be extended to ensure that the extended pipes align with the canal bottom. Headwalls will be placed at all pipe outlets into the canal. The City of Edgewater is pursuing improvements to the existing canal system in order to improve functionality for stormwater mitigation. Currently, erosion and stabilization problems have been identified with the Travelers-Umbrella Canal and Unity-Vista Canals, with aquatic vegetation and eroding side slopes. The proposed projects within these areas primarily consist of stabilizing the banks, armoring the canal bottoms, and repairing/replacing damaged infrastructure. The work involved with armoring these two particular segments of canals will improve slope stability, access, and infrastructure. The new bank stabilization construction will replace the existing eroding side slopes and strengthen the bottom of the canal with aggregate-filled geoweb. The proposed improvements will protect the canal side slopes from bank erosion and improve conveyance in the canals. The vegetation removal and new plantings (sod) will enhance safety and will help provide safe guarding access to staff to enhance the aesthetics of the canal. The proposed improvements will protect the canal side slopes from bank erosion and improve conveyance in the canals while providing greater safety for the residents along these portions of the canal.
