About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the Housing and Revitalization Department in partnership with the Detroit Water and Sewerage Department, is seeking qualified plumbers to provide inspection, rehabilitation, and replacement services for alley sewers throughout Detroit under a CDBG-DR funded as-needed contract. The procurement encompasses approximately 9,000 private sewer service line replacements using open-cut excavation methods, with average lateral depths of 12 to 15 feet and some connections reaching 25 feet, including site documentation, closed-circuit television (CCTV) inspection of public sewers, sewer service replacement and cleanout installation, point repairs to public sewers, and comprehensive site restoration covering pavement, curbs, sidewalks, driveways, and lawns. The contract term is four years with renewal options subject to Detroit City Council approval, with work assigned on an as-needed task order basis and milestone deadlines requiring substantial completion within 1,415 calendar days and final completion within 1,461 calendar days from contract commencement. Qualified contractors must demonstrate prior similar experience within the last three years, maintain an Experience Modification Rate (EMR) of 1.00 or below for three years, provide an organization chart with minimum staffing including a safety manager with specific certifications, and employ a Project Manager, Superintendent, and Quality Control Manager with at least five years' experience and three similar projects in their respective roles. Required insurance includes $5 million combined single limit automobile liability, $5 million commercial general liability per occurrence, Michigan statutory workers' compensation, $500,000 employers' liability, $5 million umbrella/excess, and $5 million pollution liability. The pre-bid conference is scheduled for February 13, 2026, at 2:00 PM EST via Microsoft Teams, with questions due by February 17, 2026, at 3:00 PM EST through the Supplier Portal, and quotes due February 27, 2026, at 3:00 PM EST through Bonfire (EUNA Procurement). Liquidated damages are assessed at $500 per day for delays beyond substantial completion and $1,000 per day for delays beyond final completion, with progress payments made monthly at 90 percent of completed work value and retainage held in an interest-bearing Michigan account until 50 percent of work is satisfactorily completed.

This procurement includes significant workforce and disadvantaged business requirements, with contractors required to comply with Executive Order #2016-2 mandating not less than 50 percent Detroit resident worker hours, 25 percent minority worker hours, and 5 percent women worker hours throughout the project. The City of Detroit's Equalization Credit Statement provides bidding advantages for certified Detroit-Based, Detroit Resident Business, Detroit Headquartered, or Detroit-Based Small Business entities, with credits ranging up to five percent depending on certification type. Contractors must also submit notarized affidavits addressing workforce safety, corporate accountability, non-collusion, and disclosure of interests, along with proof of bondability and performance and payment bonds, and must be registered with the City of Detroit Buildings Safety Engineering and Environmental Department and the System of Awards Management (SAM). All work is funded entirely through Community Development Block Grant-Disaster Recovery (CDBG-DR) funds, with $442 million allocated to the City of Detroit through the Federal Register for long-term recovery; payment is conditioned on the City's receipt and continued availability of these federal funds, and the City reserves the right to delay payment, reduce scope, suspend work, or terminate the contract if federal funds are withdrawn or deemed ineligible. The bid schedule includes 48 line items with a total estimated value of $11,500,000.00, comprising a $500,000.00 Permit Allowance, a $1,000,000.00 Contaminated Material Allowance, and a $10,000,000.00 Provisional Allowance, with one or multiple awards anticipated based on competitive evaluation of respondent qualifications and pricing.
