About this opportunity
The Quaker Valley Council of Governments (QVCOG) is seeking bids for the CD 50-7.4d: Henle Park ADA Sidewalk Project in Leetsdale Borough, Allegheny County, Pennsylvania. The project involves constructing ADA-compliant sidewalks, specifically a 5-foot wide, 6-inch deep sidewalk spanning approximately 85 square yards. Bidders must provide comprehensive construction services, including mobilization, earthwork, subbase preparation, and concrete sidewalk installation. All bidding documents will be exclusively available through PennBid.net, with bids due by 10:00 A.M. on September 18, 2025, and electronically opened at 10:01 A.M. the same day. Contractors must submit a bid bond of at least 10% and be prepared to complete the entire contract within 90 calendar days of the Notice to Proceed, with liquidated damages of $300 per calendar day for delays. Successful bidders must demonstrate technical capability to execute the project according to detailed engineering specifications provided in the project drawings.
The contract includes significant set-aside and diversity requirements, mandating compliance with multiple federal and local regulations. Specifically, the project aims to meet Allegheny County's MBE/WBE Program goals of 13% Minority Business Enterprise and 2% Female Business Enterprise participation, along with a 5% goal for Veteran-Owned Small Businesses. The procurement is classified as a Section 3 Project under the Housing and Urban Development Act, which prioritizes employment and training opportunities for lower-income residents. Bidders must comply with Davis-Bacon Act provisions, Title VI of the Civil Rights Act, and various executive orders related to minority business utilization. While no specific budget range is explicitly stated, the project appears to be funded through Community Development Block Grant (CDBG) resources, with contractors required to register in the System for Award Management (SAM) and obtain a Unique Entity Identification Number. The contract will be awarded to a qualified contractor demonstrating the most comprehensive approach to meeting both technical specifications and diversity requirements.
