About this file
This is a bidding document package for the Rhodes Avenue Landslide Rehab Phase II project submitted by Herbert, Rowland & Grubic, Inc. to Aleppo Township in Sewickley, Pennsylvania. The project involves fog sealing, milling, and paving of Rhodes Avenue and includes general construction services such as mobilization, traffic maintenance, subbase excavation, grading, geotextile fabric installation, asphalt paving, curb installation, and inlet adjustment. Base bid items include 2,625 square yards of fog seal on Rhodes Avenue Front and approximately 1,220 square yards of asphalt paving on Rhodes Avenue Back, with additional alternate bid options for road expansion and stormwater improvements. Bidders must submit required documentation including non-collusion affidavits, public works employment verification forms, and equal employment opportunity certifications. Substantial completion is required by July 17, 2026, with final completion and readiness for payment by July 31, 2026. Bid acceptance period is 30 days from bid opening.
The contract uses unit price bidding with estimated quantities provided for comparison purposes only, with final payment based on actual quantities determined by the engineer. Liquidated damages of $500 per day apply for failure to achieve substantial completion and an additional $500 per day for failure to complete remaining work, with special damages for owner costs also recoverable. Progress payments are made monthly at 90 percent of completed work value with 10 percent retainage, reducible to 5 percent retainage once 50 percent of work is completed and progress is satisfactory. A performance bond and payment bond are required, with the contract price subject to adjustment through change orders. The project is funded through Township of Aleppo resources, and contractors must comply with Pennsylvania prevailing wage requirements, equal employment opportunity provisions, and non-segregated facilities certifications. All bidders must hold valid Pennsylvania contractor licenses and demonstrate prequalification for related work types.

6. No suit or action will be commenced under this Bond prior to 30 calendar days after the notice of default required in Paragraph 4 above is received by Bidder and Surety, and in no case later than one year after the Bid due date.
