About this opportunity
The Texas Workforce Commission is requesting proposals for kitchen cooler remediation at the Criss Cole Rehabilitation Center (CCRC) in Austin, with proposals due July 17, 2026 under RFP 3202600220. The work involves removal of one existing packaged refrigeration split system and installation of two smaller replacement units with lead-lag controls, roof modifications, and associated mechanical and electrical work.
The scope includes evaporator installation inside the cooler enclosure and condenser units on the roof, with interconnecting piping and structural support modifications through walk-in walls and roof sections. Work must comply with 2024 International Building Code, 2021 International Mechanical Code and Energy Conservation Code, and applicable ASHRAE and NFPA standards. All roof work, fire alarm modifications, and telecommunications cabling must be performed by TWC's approved preferred contractors. The contractor must coordinate temporary walk-in cooler or freezer provision during construction and provide two-week advance notice to building management for major shutdowns. A March 2020 asbestos survey identified no asbestos-containing materials in the affected area.
Prevailing wage rates apply under Department of Labor General Decision for Travis County building construction, with rates ranging from $11.25 to $51.59 per hour by trade classification, effective January 2026 through July 2025. The contractor must maintain umbrella liability insurance equal to 100 percent of the total awarded contract sum, including selected alternates, with drop-down coverage provisions. Workers' Compensation at statutory limits and Commercial General Liability of $1 million per occurrence/$2 million aggregate are required. Liquidated damages are set at $300 per day for non-compliance.
Respondents must complete all required forms including execution of response, cost response with itemized line items, financial questionnaire, and past project performance documentation. The cost response form references an Owner's Allowance of $5,000. Historically Underutilized Businesses (HUBs) and pre-qualified general contractors are listed in Attachment 2 as eligible subcontractors. Responses must identify any exceptions to terms and conditions and demonstrate compliance with E-Verify, non-discrimination, drug-free workplace, Davis-Bacon Act, and Texas procurement preferences. Firm pricing is required for 180 days from the solicitation deadline.
