About this file
This is a Limited Asbestos Survey Report prepared by Environmental & Construction Services, Inc. (ERC) for the Texas Workforce Commission (TWC) related to the CCRC Building Cooler/Freezer Project located at 4800 Lamar Boulevard in Austin, Texas. The survey was conducted on March 3, 2020, to identify asbestos-containing building materials (ACBM) in preparation for the installation of new cooler and freezer units in an approximately 1,000 square-foot interior area. The project also required roof sampling due to necessary penetrations through the roof structure. ERC, a licensed environmental and construction services firm, collected a total of 12 bulk material samples from various locations including roofing materials, caulking, concrete decks, and plaster ceilings. All samples were submitted to an approved laboratory (EMSL Analytical, Inc.) for analysis using Polarized Light Microscopy (PLM) in accordance with EPA 600/R-93/116 methodology.
The survey results, completed on March 11, 2020, revealed no asbestos-containing materials in any of the 12 samples analyzed. All samples tested negative (ND) for asbestos content with non-friable (NF) classifications and conditions ranging from good to damaged. The roofing materials, caulking compounds, concrete decks, and plaster ceilings were found to contain only non-asbestos components such as cellulose, synthetic materials, glass, calcium carbonate, and other non-fibrous materials. While the survey did not identify any ACBM, ERC recommended that any inaccessible or unidentified materials exposed during future renovation and demolition activities be sampled and evaluated. The City of Austin Development Services Department was notified of the survey completion on March 10, 2020, in compliance with Senate Bill 509 requirements for asbestos testing prior to issuing renovation or demolition permits.

SAMPLE DATE: March 3, 2020
CLIENT: Texas Workforce Commission
PROJECT NAME: CCRC Building – New Cooler/Freezer Project
ERC PROJECT NUMBER: 02001024.03.01
IDENTIFICATION: Asbestos Analysis-Bulk Material Sampling
METHOD OF TEST: PLM / DS EPA 600/R-93/116
On March 3, 2020, a representative of ERC Environmental & Construction Services, Inc.
(ERC), was at the above referenced project to conduct an inspection and limited bulk material sampling. This work was requested and authorized by Mr. Randall Price of Texas Workforce Commission (TWC).
The building consists of multiple connected buildings, ranging from one-story to three-stories. The building of concern is a single-story building. It is ERCs understanding that the purpose of this survey is in preparation for new cooler/freezers to be installed. The interior area of concern, where the new cooler/freezers are to be installed, is approximately 1,000 square feet. Additionally, because new penetrations through the roof of the buildings will be necessary, roof samples were collected. As part of this process, TWC arranged for a roofer to follow our inspector to patch the areas where these samples were collected (see photos).
A total of 12 bulk samples were collected and submitted for analysis by Polarized Light Microscopy (PLM) for asbestos content. Results of analysis are summarized below.
Please see attached laboratory data sheets for detail result analysis.

Summary of Findings
Our survey did not reveal the presence of Asbestos-Containing Building Material
(ACBM).
Recommendations
While no asbestos-containing materials were found during this survey, it is possible that inaccessible or unidentified materials may be exposed during any renovation and/or demolition activities. Such materials should then be sampled and evaluated.
Please advise should you have any questions about this report or if you need further assistance with this project.

Re: ERC Project No. 2001024.03.01
Asbestos Survey CCRC Building – Cooler/Freezer Project 4800 N Lamar Blvd Austin, TX 78756
To Whom It May Concern:
On March 2, 2020 a limited building material survey for asbestos-containing material (ACM) was conducted at the above referenced location. The site assessment and material testing addressed all the areas to be impacted by the remodeling and construction work at this location, to comply with Senate bill 509 pertaining to the requirement for asbestos testing prior to the issuance of permits for renovation or demolition by the municipalities. The asbestos survey was conducted by a Texas Department of State Health Services (DSHS) licensed inspector, Mathew Montazari, License No. 602920. Samples were submitted to an approved laboratory (NVLAP) for analysis by Polarized Light Microscopy (PLM). This work was requested and authorized by Mr. Randall Price of Texas Workforce Commission (TWC).
All renovations or demolition activities which could disturb the ACM must be avoided until all asbestos-containing materials have been addressed.
Should you have any questions about this project or this letter, please do not hesitate to call my office at your earliest convenience at 713-290-9444.
Respectfully submitted, ERC

Friable – Materials that, at present, can be crushed and/or pulverized by hand pressure.
Gypsum Board – A pre-manufactured wall surfacing substrate applied over a wood or metal framing system.
Hazard – A circumstance, mechanism or event that has the potential to create injury.
Hazard Assessment – Analysis and evaluation of physical and exposure factors to determine the need for corrective action.
Homogeneous Area – Areas having materials of the same texture, color, hardness or being of the same property.
Inspection (Survey) – The process of locating and quantifying ACM and assessing its condition.
LEA – Local Education Agency (generally the School Board).
NBS – National Bureau of Standards.
NESHAPS – National Emission Standards for Hazardous Air Pollutants.
NIOSH – National Institute for Occupation Safety and Health.
Non-Friable – Materials that, at present, cannot be crushed and/or pulverized by hand pressure. With appropriate handling techniques, non-friable material will not become friable.

PCM – Phase Contrast Microscopy - Analysis of air samples. NIOSH 7400 method is an optical microscopy fiber counting technique, which does not allow for differentiation between asbestos fibers and other types of fibers.
PEL – Permissible Exposure Limit - Level of exposure to airborne asbestos fibers above which no employee shall be exposed. The PEL is 0.10 fibers per cubic centimeter expressed as an 8-hour time-weighted average (measured by PCM). PEL's are enforced by the Occupational Safety and Health Administration (OSHA).
PLM – Polarized Light Microscopy - Analysis of bulk material samples.
Positive Stop Method – A method used by a certified laboratory. If one material is analyzed to contain asbestos content none of the other samples of that same homogenous area are analyzed.
Renovation – Altering in any way one or more facility components (except demolition).
TEM – Transmission Electron Microscopy - A high-resolution electron microscopy technique that allows for positive identification and classification of asbestos fibers. The counting technique includes only asbestos fibers.
