About this opportunity
The Board of Regents of the University System of Georgia issued a Design-Bid-Build invitation for the College of Coastal Georgia Student Activity Center Fascia and Soffit Replacement project (CCGA-2610) located in Brunswick, Georgia. This construction repair project involves the selective demolition and replacement of existing fascia and soffit panels, with particular emphasis on asbestos abatement procedures since all existing materials are identified as containing asbestos requiring compliant removal and disposal. The scope includes removal of existing asbestos paneling and plywood soffit materials, installation of new fiber cement panels with continuous non-corrosive aluminum trim at panel joints, replacement of structural support components, installation of new galvanized 1-1/2" hat channels spaced at 12" on-center maximum with neoprene tabs designed to withstand 140 mph wind loads, and structural inspection and repair of the existing metal support system. Sealed bids were due November 12, 2025, at 2:00 P.M. at the Plant Operations Warehouse Conference Room, One College Drive, Brunswick, Georgia 31520, with a mandatory pre-bid conference held October 10, 2025, at the same location. Contractor prequalification was required with Statements of Qualifications due to the Architect by October 21, 2025, and a qualified bidders list published by October 31, 2025. Evaluation criteria included debarment status, prior termination history on public works contracts, demonstrated cash flow with a minimum Current Ratio of 1.0, Workers' Compensation Experience Modification Rate averaging no more than 1.2 over three years, and demonstrated ability to successfully complete similar public works projects within established time, quality, and cost parameters. The contract was to be awarded on a lump-sum basis to the lowest responsive and responsible bidder, with both performance and payment bonds at 100 percent of the Contract Sum and a bid bond of not less than five percent of the bid amount required prior to execution.
The solicitation does not specify set-asides for disadvantaged enterprises, though bidders were required to self-identify as Minority Business Enterprises (MBE), Georgia Minority Business Enterprises (GMBE), or neither on the Statement of Bidder's Qualifications form. No incumbent contractors were identified in the procurement documents. Two contractors submitted bids: Anderson Environmental, Inc. bid $278,396, and UGMS, Inc. submitted the apparent low bid of $269,350.00. UGMS, Inc. was announced as the successful offeror through the Notice of Intent to Award posted November 19, 2025, and the final Notice of Award was issued December 16, 2025, with the contract amount fixed at $269,350.00. The contract requires comprehensive insurance coverage including Workers' Compensation, Employers' Liability, Commercial General Liability, Commercial Business Automobile Liability, and Commercial Umbrella Liability meeting specified minimum limits. The contractor must comply with federal and state work authorization programs, Georgia Security and Immigration Compliance Act requirements, and all applicable state and federal regulations, with all project records subject to the Georgia Open Records Act.
