At least 80% of work must be performed by Colorado labor. Preference is given to Colorado resident bidders.

Contract award is anticipated September 18, 2026, with contract approval October 5, 2026. Construction is anticipated to begin October 12, 2026, and reach substantial completion by September 1, 2029.
