About this file
This is a specification section for instrumentation and control devices for HVAC systems as part of project 25-388 CBI HVAC and Lighting Upgrade, with a completion deadline of December 24, 2025. The specification details the products and services required, including control panels, control valves (ball valves with factory-mounted actuators and electronic valve operators), pressure-independent valves and actuators, damper operators, wall-, surface-, and duct-mounted temperature sensors, thermostats, fan and pump motor run-status monitoring devices, pipe-mounted sensors and transmitters, and energy metering equipment. Control panels must be unitized cabinet type with NEMA EN 10250 general purpose utility enclosures. Control valves must be high-performance segmented and characterized ball valves with factory-mounted actuators rated for chilled water, hot water, condenser water, brine, or steam service, featuring full proportioning equal percentage flow characteristics with 300 to 1 rangeability and Class VI leakage ratings. Temperature sensors must utilize thermistor or RTD type elements with accuracy of plus/minus 0.50 degrees Fahrenheit for most applications. Differential pressure transmitters must provide 4 to 20 milliamp output with electronic surge damping and NEMA EN 10250 Type 4 enclosures. Energy metering equipment must comply with ANSI C12.1, ANSI C12.20, and ASHRAE Standard 135 BACnet protocols for power usage monitoring with dry pulse output.
The specification requires a preinstallation meeting one week before work begins with attendance mandatory from all affected installers. Manufacturers must demonstrate minimum three years of documented experience in the products specified, and design work must be performed under the direct supervision of a licensed Professional Engineer. Comprehensive submittals are required including product data, shop drawings, manufacturer's and installer's qualification statements, operation and maintenance data, project record documents, and warranty documentation. A five-year warranty period is specified from Substantial Completion, with corrective work required for defective components within that timeframe. Installation must comply with manufacturer's instructions and relevant sections of Division 26 electrical requirements. The contractor must provide one year of service and maintenance from the Date of Substantial Completion, including a complete service of control systems with minimum two complete normal inspections of approximately four hours duration each to inspect, calibrate, and adjust controls.
