About this opportunity
The Colorado Department of Public Safety is requesting bids on a design/bid/build HVAC and lighting upgrade project at the Colorado Bureau of Investigation facility in Grand Junction (Project 25-388) under Advertisement for Bids, with bids due electronically September 15, 2026, at 9:00 AM and a mandatory pre-bid conference and site tour August 3, 2026, at 1:00 PM. Colorado prevailing wage requirements (C.R.S. 24-92-201 through 210) and apprenticeship utilization certification (C.R.S. 24-92-115) apply, as the estimated construction value exceeds thresholds triggering these mandates. Colorado labor must comprise at least 80% of work performed. The Buy Clean Colorado Act (C.R.S. 24-92-117) applies, requiring Environmental Product Declarations for eligible materials.
The scope includes replacement of three Trane Intellipak rooftop VAV units with three AAON gas-fired VAV packaged rooftop units; replacement of three P-K Thermific boilers with three Lochinvar Crest Hellcat boilers and new circulation pumps; replacement of shooting range exhaust fans and makeup air units; complete interior and exterior lighting fixture and control replacement; retrofit of the existing Trane Tracer SC+ Building Automation System with a new Alerton Compass 2 BAS (sole-source, no substitutions permitted) including distributed controllers and unitary controls on VAV boxes; and medium-pressure gas piping from the existing meter to new equipment. The facility spans 38,794 square feet at 2797 Justice Drive, Grand Junction, CO 81506, classified as Type II-B construction with "B" occupancy, fully sprinkled with fire alarm systems, and maintains 24/7 secure access requiring contractor coordination for personnel clearances and work scheduling.
The estimated project cost is $3.138 million over a construction period from October 12, 2026, through September 1, 2029. A 5% bid bond and payment and performance bonds of at least 50% of contract value are required. Qualified bidders must demonstrate they have not been previously terminated by the State for non-performance on State Buildings contracts, have operated under the same business name for at least five years, have completed at least two projects exceeding $3 million in hard costs, and can demonstrate bonding capacity up to $3 million. Requests for clarification are due August 21, 2026, with a final addendum anticipated September 4, 2026. Public bid opening is scheduled September 15, 2026, at 2:00 PM via Google Meet. Anticipated award notification is September 18, 2026, with contract approval anticipated October 5, 2026. Bids must be submitted via Vendor Self Service website.
