About this file
This is a Bid Questions and Answers document for Invitation for Bid (IFB) #REAA 2026-0155, the Grand Junction Maintenance Project 2026-239M25, issued by an unspecified state or local jurisdiction. The project encompasses comprehensive HVAC equipment replacement, electrical system upgrades, and interior and exterior lighting renovation. The scope includes replacement of multiple MAU (Make-up Air Units), EF (Exhaust Fans), and AHU (Air Handling Units) with higher-capacity equipment, requiring electrical disconnects, feeders, and load monitoring per 2023 NEC Section 220.87. Interior lighting work involves replacing multiple fixture types (D1, D2, D3, G1, G2, G3, G4, P2, UC1, V1, and others) throughout hallways, offices, labs, and work areas with LED fixtures, installing lighting controls including motion sensors, occupancy sensors, and daylight harvesting. Exterior lighting scope includes replacement of wall-mounted fixtures, sign lighting, exit lights, and "In Use" signs with new LED fixtures controlled by dusk-to-dawn photocell sensors. The document addresses 29 questions from bidders covering fixture specifications, mounting methods, fixture counts, control systems, HVAC equipment electrical requirements, and building access for walkthroughs. Standard working hours are 8:00 AM to 5:00 PM, Monday through Friday. The bid was due Monday, May 11, 2026, at an unspecified time in Mountain Time.
The document provides clarification that no scope is material procurement only, with both project phases requiring both materials and labor. Critical electrical specifications indicate that HVAC equipment has increased power requirements compared to existing installations, with new MAUs requiring 5 HP motors versus 3 HP, new EFs requiring 7.5 HP motors versus 5 HP, and AHUs requiring updated minimum circuit ampacity and maximum overcurrent protection ratings. The contractor is responsible for load monitoring existing panels (P2, HP1, HP2, and others) for at least 30 days and verifying that 125% of existing maximum demand plus new load does not exceed feeder ampacity or service rating per NEC standards. Phoenix Controls Venturi Air Valve controllers may be upgraded with Phoenix Controls CSCP Valve Upgrade Kits instead of Alerton Unitary Controllers, particularly for fume hood applications. The Building Automation System (BAS) front-end graphics for the Alerton system are required to display all connected systems. Ceiling tiles shall be replaced where necessary, and the contractor shall select appropriate connector types for undercabinet fixtures based on field conditions.

Invitation for Bid (IFB) #: REAA 2026-0155
Project Grand Junction Maintenance Project 2026-239M25 Date Due: Monday, May 11, 2026, AM MT
Questions and Answers Q1: Please clarify which scopes are material procurement only?
A1: No scope is material procurement only. Both phases of the project will include material procurement and labor.
Q2: The electrical plans do not show any of the power needs for the HVAC equipment. Please confirm that the equipment is like for like and all we will be responsible for is the disconnect and reconnecting power.
A2: Please see the attached bid addendum sheet E2-1. Also see the following HVAC equipment information:
Existing MAU (x2) 460V/3ph/60hz - 3HP fan motor New MAU (x2) 460v/3ph/60hz - 5hp fan motor
Existing EF (x2) 460v/3ph/60hz - 5hp fan motor New EF (x2) 460v/3ph/60hz - 7.5hp fan motor

Contractor shall load monitor existing panels P2, HP1, HP2 and any other panel currently supplying HVAC equipment to be replaced for a period of not less than 30 days per 2023 NEC section 220.87. Contractor shall verify that 125% of the existing maximum demand plus the new load does not exceed the ampacity of the feeder or rating of the service. Engineer shall be notified of the results.
Contractor shall obtain the maximum demand data of the existing service over a 1-year period.
contractor shall verify that the maximum demand at 125% plus the new load does not exceed the ampacity of the feeder or rating of the service per 2023 NEC section 220.87. Engineer shall be notified of results.
Q3: Would we be able to get into the building to do an additional walk through?
A3: No.
Q4: What are the parameters of normal working hours?
A4: Standard working hours 8am-5pm Monday – Friday.
Q5: Is 100% backup lighting required or is egress lighting sufficient?
A5: Please see the attached bid addendum sheet E3-1. Inverter backup of egress lighting is sufficient to meet design intent. Means of egress illumination under normal and emergency power shall comply with all requirements of the 2024 IBC section 1008 and all other applicable codes.
Q6: (D1 Fixtures) How are these to be mounted? It says in the Luminaire Schedule 6” surface mount.
There is no surface in the hallways to mount them, just a Uni strut, or a junction box that may be obstructed by pipes. How would you like to see these mounted?
A6: Please see the attached bid addendum and revised type D3 fixture. The type D1 surface mount fixtures in the hallways have been revised to type D3 pendant mount fixtures.
Q7: (D1 Fixtures) In the hallways there are decorative boxes as well as acrylic diffusers. Are all of those coming down? Just the acrylic? Please specify.
A7: Existing decorative fixtures and acrylic diffusers in the hallways are to be demolished.
Q8: (D2 Fixtures) Is it necessary to use both types? Can we just use the Frameless in all situations? If not, what is the exact count for each and where will each go if there are changes to the counts?
A8: Please see the attached bid addendum for fixture type and counts.
Q9: (G1 Fixtures) In section/ area 2, there are a number of 2 lamp fixtures in a large open area.
These fixtures are already updated with LEDs. Either type A,B, or C. Will you be keeping this lighting solution for these and other areas with the same update or will you be replacing them with the G1 (1x4) fixtures?
A9: Please see the attached bid addendum and revised type G4 fixture. Type G1 fixtures in the open office area have been revised to type G4 fixtures. Existing fixtures will be replaced per the bid documents.
Q10: If you are using the G1, how would you like those to hang from the ceiling? I ask because these are not intended to hang like the existing fixtures. An Architectural Linear Light would look great and be a nice fix to this space and others with similar fixtures.
A10: See response to Q9.
Q11: Are any of these G1,G2,G3 going to be hanging from the ceiling? Meaning from a safety cable? If so, this could present a potential problem. If they are in a drop ceiling, would this be necessary if they have the tabs on side. ( 1 in each corner that folds out allowing the fixture to secure to the drop ceiling grid.
A11: Please see the attached bid addendum and revised type P2 fixture. Type G1, G2, and G3 fixtures will be installed in areas with a drop ceiling per bid documents. Type P2 fixtures will be ceiling mounted per bid documents.
Q12: (G2 Fixtures) This 2x2 backlit panel would not match some of the updated fixtures you have purchased and installed. I noticed that there were a few offices that had a refracted lens down the middle of the fixture. I believe someone said consistency and uniformity would be nice with this project. What fixture do you want to use? Do you want different fixtures for different areas?
Also, in rooms adjacent to these there are small, 6”, down/can lights that have been removed altogether in similar rooms that have been updated. Would you be supplying ceiling tiles to replace the old ones, or do you still want a 6” down light in those as well?
A12: The G2 fixture shall replace the existing 2x2 fixtures as shown on plans. Ceiling tiles shall be replaced where necessary.
Q13: (UC1) I do not want to presume but, in the gun range, I would imagine you would want to use the 3” daisy chain connector with these. If not, which one? This will create a space between the lights.
A13: No type UC1 fixtures will be installed in the gun range. The type UC1 undercabinet fixture will be installed beneath cabinets in work areas, labs, and the kitchen as indicated on the plans.
Contractor shall select the appropriate daisy chain connector length.
Q14: (V1) What is the total count for these? It seems to be slightly different from floor plans to the walk through.
A14: Please see the attached bid addendum for fixture counts.
Exterior
Q15: Are any /all of these attached to a Timer or Photo eye/ dusk to dawn sensor now or by a switch?
Where is that located? If there is a timer, do you want this updated? If already on a dusk to dawn sensor, would you want that replaced or removed and have each fixture with its own integrated sensor?
A15: Please see the attached bid addendum sheet ES2-2 for “EXISTING EXTERIOR LIGHTING CONTROL SCHEMATIC.” Initial field investigation suggests existing controls may be reused. If existing controls are not compatible with new fixtures, new controls shall be installed to provide dusk to dawn photocell sensor control.
Q16: The 3 CBI signs with lights were not on plans. What type of solution were you wanting in those? If Cooper does not have a solution to your liking, I have two distributors I have been using for 9 years that have multiple solutions.
A16: Please see the attached bid addendum. Type S1 sign light fixtures have been added to the plans to replace existing exterior signage lighting.
Q17: There is a pole with just a security camera on it, leading to the back gate. There is no light currently on this pole. Do you want that to change? Does it have power for a light running to that pole, or is it only set up for the camera? (I have not done a security camera, so I am unfamiliar with how much voltage or cabling/ wiring it requires. This would be good for the electrician to inspect/ and inform.)
A17: Security devices are out of scope. No additional lighting at this security pole is anticipated. Existing fixtures are to be replaced with new LED fixtures as shown on plans.
Q18: The 3 lights attached to the front of the building that are similar in style to the Ballard lights that will be replaced are also not on the plans. Did you want those to be replaced with the wall pack lights as well or a different style?
A18: All existing exterior wall mounted fixtures shall be replaced with type WM1 LED wall packs.
See the attached bid addendum.
Q19: “In Use” signs (2 on exterior of gun range doors). Does Cooper supply those? They were also not on the list of replacements.
A19: Please see the attached bid addendum. Existing "IN USE" signs shall be replaced with new fixture type IU.
Q20: Emergency exit lights. What is the total number of these to be replaced? How many would be double sided/ single sided?
A20: Please see the attached bid addendum. All existing exit lights shall be replaced with type EMX fixtures.
Q21: What is the updated total count for fixtures, interior and exterior?
A21: Please see the attached bid addendum for fixture counts.
Q22: Can we get an updated map with areas that are completed and possibly those areas marked somehow as completed?
A22: Please see the attached bid addendum for scope areas.
Q23: Are there any areas that are done that have the new controls in them? (i.e. motion, occupancy or daylight.)
A23: Interior lighting scope areas will all require lighting control renovation as indicated on plans.
Q24: T1-1 states to replace all existing Phoenix controls controllers on Phoenix Venturi Air
Valves with Alerton Unitary Controllers. This is not recommended for areas with fume hoods as there is not a 3rd party controller option approved for high-speed applications with fume hoods. ATS recommends all Phoenix Controls Venturi Air valves are upgraded with the appropriate Phoenix Controls CSCP Valve Upgrade Kits which will provide all the necessary hardware to upgrade legacy valves. This approach will be consistent with the other CBI sites. Phoenix Controls also offers a three-year warranty that covers all upgraded components and is extended to out-of-warranty upgraded legacy valves. Can all existing Phoenix Controls Venturi Air
Valves be upgraded with Phoenix Controls approved CSCP Valve Upgrade kits which include a Phoenix Controls BACnet controller instead of an Alerton Unitary controller?
A24: Proposed Solution is acceptable. Note on T1-1 to be updated in Bid Addendum documents.
Q25: LSV-4 is noted as a high-speed valve in the lab supply valve schedule on ME2-1, existing records from Phoenix Controls show that this is a low-speed valve. LEV-4 is noted as a low-speed valve in the lab exhaust schedule on ME2-1, existing records from Phoenix Controls show that this is a constant volume air valve with no electronics. What speed of actuation should be provided for these valves when upgrading controls or should we match what exists?
A25: Field verify and match existing in field.
Q26: LEV-2 is noted as a single 10” high-speed valve in the lab exhaust schedule on ME2-1, existing records from Phoenix Controls show that this is a single 8” low-speed general exhaust air valve.
LSV-2 & LEV-2 are a low-speed tracking pair per Phoenix Controls Records. Should LEV-2 be upgraded with a high-speed actuator or low-speed actuator?
A26: Field verify and match existing in field.
Q27: LEV-13B is noted as a high-speed valve in the lab exhaust schedule on ME2-1, existing records from Phoenix Controls show that this is a constant volume air valve with no electronics. Should this valve be provided with a high or low speed actuator or remain a constant volume air valve with no electronics?
A27: Field verify and match existing in field.
Q28: LEV-22 is noted as a high-speed valve in the lab exhaust schedule on ME2-1, existing records from Phoenix Controls show that this is a low-speed general exhaust air valve. LSV-22 & LEV-22 are a low-speed tracking pair per Phoenix Controls Records. Should LEV-22 be upgraded with a high-speed actuator or low-speed actuator?
A28: Field verify and match existing in field.
Q29: Are BAS graphics in the Alerton BAS Front-end required for the Phoenix Controls Laboratory Airflow system?
A29: Yes. Front end will show graphics for all connected systems.
