About this opportunity
The State of Maine Division of Purchases is soliciting bids on catalytic converters and miscellaneous vehicle parts for delivery by November 1, 2012, with quotes due October 12, 2012 at 2:00 p.m. local time. A tie-bid preference applies to in-state bidders or those offering commodities produced or manufactured in Maine.
The scope comprises five items: catalytic converters (400 units), lubricating coolers (40 units), mounting plates (355 units), mounting brackets (130 units), and electrical contact assemblies (330 units). Quantities reflect current production projections with no guaranteed minimum or maximum volumes. The Maine Military Authority (MMA) will issue specific orders via Delivery Order documents; shipments are generally accepted only up to two weeks in advance of stated delivery dates. All bid prices must be submitted on a net F.O.B. destination basis with transportation and freight charges prepaid and included in the quoted price, and must reflect unit pricing for each item with all applicable discounts applied. Contractors may be required to provide certificates of conformance to military and OEM standards and product samples at their own expense. Bidders proposing used or former government surplus property must provide complete descriptions, quantities, acquiring agency names, and acquisition dates.
The contract term is one year from award, with potential extensions by mutual written consent. The State reserves the right to award contracts on an item-by-item basis or as a group and to increase or decrease ordered quantities by up to 10 percent. Award will be made to the lowest responsible bidder offering the best value, with consideration given to product quality, specification conformance, delivery dates, overall economy, and cash discounts of 20 days or more. The State is exempt from federal and Maine state sales and use taxes; bidders must exclude these from quotes. All inquiries must be directed to the State Purchasing Division. Bidders must complete a debarment certification certifying non-debarment status and responsibility under Executive Order 12549 and 29 CFR Part 98.
