About this opportunity

Pinellas County, Florida is seeking vendors for an Invitation to Quote (ITQ) #24-0676-ITQ to supply cat litter for Pinellas County Animal Services. The procurement involves providing 40-50 pound bags of non-clumping, clay, unscented, and moisture-free cat litter to be delivered weekly or bi-weekly to the animal services shelter located at 12450 Ulmerton Road in Largo, FL. The contract will have an initial duration of 60 months from the award date, with potential for one additional 24-month extension. Vendors must submit electronic proposals via OpenGov by April 30, 2024, at 3:00 pm. The pricing proposal requires vendors to specify brand/type and unit cost for cat litter bags, including shipping and delivery expenses. Evaluation criteria include pricing, product specifications, and compliance with county requirements. Vendors must be registered with the Florida Division of Corporations and provide proof of registration.

The county has implemented a Small Business Enterprise (SBE) Program that provides preference to certified small businesses, potentially offering them advantages in the bidding process. The current contract with Largo Feed & Garden Supply DBA Largo Feed Pet Food is set to expire on September 21, 2024, with no available extensions. The proposed new contract includes an increased budget of $25,000, funded from Budget-0001, and is not derived from grant monies. The project contact is Martha Andrews from Pinellas County, reachable at animalsservicesfinance@pinellas.gov or 727-582-2624. The county allows for price index adjustments after the first 12 months, limited to the relevant pricing index change, and includes an unspecified funds contingency of up to 10% of the total contract value. Vendors should note the county's commitment to supporting local businesses while maintaining competitive and transparent procurement processes.
