Compensation is structured as a hybrid model: a minimum guarantee of $35,000 regardless of ticket sales, plus 35 percent of all gross ticket sales exceeding $150,000 after sales tax deduction. The company must pay $3,500 for exclusive carnival food and concession rights, including exclusive rights to sell cotton candy and corn dogs. The contractor retains all wristband and ticket sales revenue but must provide the City with 150 complimentary all-day wristbands and offer additional wristbands at a discounted pre-sale rate. A detailed sales report with supporting documentation is due within thirty days of the final event date, with all City payments due by August 31.

The contractor may receive an initial one-year contract with options for renewal for three additional one-year periods, subject to mutual agreement and annual performance reviews. Either party may terminate with ninety days' written notice.

The contractor bears full responsibility for all staffing, equipment, utilities, permits, supplies, and operational costs. Required insurance includes General Liability of $5,000,000 per occurrence and aggregate, Automobile Liability of $1,000,000, and statutory Workers' Compensation with employer's liability of $1,000,000. Evaluation criteria are Approach and Event Management Plan (30 points), Carnival Rides, Attractions, and Layout (35 points), and Qualifications, Experience, and References (35 points). Questions are due November 24, 2026 at 10:00 a.m. MST.
