About this opportunity
The State of Delaware Division of Services for Aging and Adults with Physical Disabilities (DSAAPD) is issuing a Request for Proposals to establish and operate Caregiver Resource Centers (CRCs) throughout Delaware as community-based access points providing information, assistance, referrals, community outreach, education, and access to services and assistive technologies for unpaid caregivers. The primary objectives include serving unpaid caregivers age 18 and older assisting individuals age 60 and older or persons with Alzheimer's disease, as well as older relatives age 55 and older providing care to children or disabled adults, with deliverables encompassing monthly goals reporting, intake assessments using standardized forms, monthly service data submissions, and documented outcomes and educational products disseminated to target populations. Qualified vendors must maintain a designated part-time staff member working a minimum of 20 hours weekly on-site in accessible community locations and provide at least 20 hours of service per week, with pricing submitted through a detailed Budget Workbook template accommodating multiple funding sources including Older Americans Act Title III-E funds, Social Services Block Grant (SSBG), State Tobacco funds, and other revenue streams. Proposals will be evaluated on Corporate Qualifications (30 points), Work Plan (50 points), Budget (10 points), and Program Staffing (10 points). Vendors must submit written questions by March 17, 2026, with responses posted by March 30, 2026, and proposals are due April 24, 2026, at 1:00 PM EDT through the Euna Procurement Portal, with award notification expected June 1, 2026. The contract term commences April 1, 2025, for one year with four optional one-year extensions. Vendors must carry Commercial General Liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate, plus Medical/Professional Liability, Errors and Omissions, or Product Liability coverage at matching limits.
No specific set-asides for disadvantaged enterprises or women/minority-owned businesses are detailed in the procurement documents, though the vendor forms package includes requests for diverse vendor certifications indicating Delaware's interest in considering vendor diversity status during evaluation. No incumbent vendors or current contractors are identified in the solicitation materials. Vendors are required to be registered with the System for Award Management (SAM) and maintain a Unique Entity Identifier (UEI) for federal compliance purposes. The agreement template specifies compliance with HIPAA and Part 2 requirements for protected health information handling, encryption standards per NIST protocols, and mandatory data breach notification to the State within 24 hours. Budget worksheets accommodate multiple funding sources and service delivery models, with mileage reimbursement rates capped at $0.40 per mile under DSAAPD policy and fringe benefits calculated at 43 percent of salaries. The specific award value or budget range for individual CRC contracts is not explicitly stated in the procurement documents provided, though applicants may submit proposals for sub-areas of service within Delaware with budgets reflecting their proposed service delivery model and staffing levels.
Opportunity text
Caregiver Resource Centers (CRC) are visible community-based access points that provide trusted and meaningful information and assistance/referral, community outreach, education, and access to services and assistive technologies that support caregivers. Each CRC is part of a caregiver action network and is a hub for resources, activities and support. Caregiver services are a core service supported by the Division of Services for Aging and Adults with Physical Disabilities (DSAAPD). A caregiver is defined as an unpaid member of a person's social network who helps them with activities of daily living. The goal of the Caregiver Resource Centers is to serve unpaid caregivers in the community by providing accessible person-centered information and assistance/referral, outreach to community, education and access to services and assistive technologies that support individual caregivers at any point along the continuum of caregiving. CRCs will strive to uplift caregivers and empower them to successfully navigate their caregiving journeys. Please refer to Appendix B for information and links to the full range of services.
