About this opportunity

The State of Maine Division of Purchases is requesting quotations for CareerCenter business cards, envelopes, and letterhead with quotations due October 28, 2013. All submissions must be made electronically through the State of Maine's Vendor Self Service (VSS) platform by 2:00 p.m. local time.

The contract is a master agreement with delivery to 12 CareerCenter locations throughout Maine for the period November 1, 2013 through October 31, 2014. Based on prior-year activity, the state anticipates approximately 27 orders: 49 lots of business cards (48 × 500 units, 1 × 1,000 units); 3 lots of letterhead (2 × 500 sheets, 1 × 1,500 sheets); and 6 lots of envelopes (4 × 500 units, 1 × 1,000 units, 1 × 1,500 units). All materials must be manufactured from recycled content: letterhead on 24 lb. recycled white bond, envelopes on 24 lb. white wove recycled stock, and business cards on 24 lb. recycled cover stock. All items require two-color printing in PMS 187 and PMS 404. Delivery must occur within 5 to 10 working days of order receipt, FOB delivered to specified locations. The vendor is responsible for typesetting and providing proofs at no additional cost.

The estimated annual contract value is approximately $2,500 based on prior expenditures. Pricing must be submitted in unit pricing format via electronic spreadsheet. The State of Maine is tax-exempt, and all federal and state taxes must be excluded from quotations. Standard payment terms are net 30, and the state requires acceptance of the Procurement Card with no surcharges permitted.

A recycled-content price preference applies: quotations with a minimum of 30% post-consumer recycled material may receive up to a 10% price preference if within 10% of the lowest bid. Additionally, the state may pay a price premium of up to 4% above the lowest bid to achieve 100% post-consumer recycled or certified virgin fiber content, with certification by FSC, ATFS, SFI, MLCP, or PEFC-affiliated entities. Vendors must disclose recycled and certified content percentages and provide chain-of-custody certification. The contract may be extended beyond one year with contractor consent, not to exceed three years total. Bids may include an overrun provision not exceeding 3% of the contracted amount. Vendors must submit monthly reports detailing all orders received.
