About this opportunity

The City of Tampa is conducting a competitive bidding process for Cardiac Science Powerheart G5 Automated External Defibrillators (AEDs) and related accessories, with a strict no-substitution policy. The procurement is designed to maintain and update the city's existing inventory of over 190 AEDs located throughout city-owned buildings. Specific deliverables include 100 adult AED pads, 50 Powerheart G5 batteries, 20 complete AED units with iCPR fully automatic dual language capability, 20 AED/CPR response kits, 10 AED surface mount wall cabinets, and 10 V-shape wall mount signs. Each AED unit will include a carry sleeve, 4-year battery, one set of adult pads, data cable, user guide, AED inspection tag, on-site window static sticker, and an 8-year warranty. The bid is scheduled to be received by 3:00 p.m. on December 19, 2025, through the OpenGov eProcurement Portal, with questions accepted up to six business days before the opening date. The City reserves the right to award within 120 days after bid opening, with materials to be delivered within 15 working days after order receipt.

The procurement is designated as a Sheltered Market for Small Local Business Enterprises (SLBEs), with a 5 percent bid discount available to certified SLBE vendors, not to exceed $10,000. Seven certified small local business enterprises are eligible to participate, including Buyer's Point LLC, Universal Home Health and Industrial Supplies Inc., and others primarily located in the Tampa Bay area. The estimated contract amount is $60,000.00, with the City's Risk Management Division overseeing the maintenance and standardization of AED equipment. The procurement documents indicate that the previous vendor, Who We Play For, declined to renew the contract due to pricing constraints. Bidders must be registered to do business in Florida and provide proof of registration within ten days of award notification. The City will award the contract to the lowest responsive, responsible bidder and reserves the right to reject all bids or award by division or aggregate total. Additional requirements include submitting manufacturer's original warranty documentation, proof of distributorship, and compliance with subcontracting regulations.

Opportunity text

City of Tampa has over 190 Cardiac Science Powerheart G5 Automated External Defibrillator's (AED) - No Substitution throughout various City owned buildings so employees and the public would have access to a defibrillator in the event of a Sudden Cardiac Arrest event.

Risk Management is the Division within the City of Tampa tasked with ongoing maintenance and updating the AED's.

The advantage of staying with one make and model of AED allows Risk Management to better manage the inventory of batteries and pads necessary to keep all units up-to-date and functioning.
