About this opportunity

The City of Ukiah is requesting sealed bids for the Capital Pavement Program: Preservation and Overlay project (Specification No. 26-01), with proposals due June 23, 2026 at 2:00 p.m., and Disadvantaged Business Enterprise (DBE) goals apply to this procurement.

The scope encompasses grinding and paving at three locations within Ukiah: Talmage Road from State Street east to the Great Redwood Trail; Waugh Lane from Talmage Road north approximately 740 feet; and Mendocino Place from Mendocino Drive to the end of the cul-de-sac. All work involves complete surface grinding down 3 inches and placement of a 3-inch asphalt concrete overlay over existing pavement. The project also requires installation of a new 6-inch domestic water main with related service connections, ADA-compliant ramps at multiple intersections, and modifications to existing and installation of new storm drain infrastructure. All roadway grinding and paving on Talmage Road must be completed during nighttime hours to minimize business disruption. The engineer's estimate spans 43 line items totaling 72,020 square feet of cold-plane asphalt, 1,378 tons of hot-mix asphalt, 1,123 linear feet of traffic stripes, and associated drainage and utility components.

Work must be completed within 50 working days from notice to proceed; liquidated damages of $500 per calendar day apply for delays beyond this schedule. All contractors and subcontractors must be registered with the California Department of Industrial Relations under Labor Code Section 1725.5, with limited exceptions, and prevailing wage requirements apply. The successful bidder must obtain and maintain a City of Ukiah Business License. A bid guaranty of 10 percent of the total bid amount (certified check or bond) is required; failure to execute within 15 days of award forfeits the guaranty. The contractor must furnish a faithful performance bond equal to 100 percent of contract price, a material and labor bond of at least 50 percent of contract price, and a defective material and workmanship bond of 5 percent of final contract price effective for one year post-completion. Insurance requirements include general liability of $2 million per occurrence, automobile liability of $2 million per accident, and employer's liability of $1 million per accident. Questions should be directed to Myles Fisette, Purchasing Manager, at (707) 463-6225 or mfisette@cityofukiah.com.
