About this opportunity

The Town of Telluride, located in Rio Blanco County, Colorado, is soliciting bids for the Canyonland and Tomboy Street Utility and Paving Improvements project, a comprehensive infrastructure upgrade involving sanitary sewer and roadway reconstruction. The procurement encompasses the installation of 770 linear feet of 10-inch sanitary sewer, four 4-foot diameter manholes, and associated connections to existing infrastructure, with additional paving work including removal and replacement of approximately 530 tons of 5-inch hot mix asphalt. The project involves complex technical requirements such as construction dewatering with heavy metal removal, subgrade preparation, density and moisture testing, and utility connections between Pacific Avenue and W. Colorado Avenue. The bid offers two identical alternates (A and B) with different completion dates, allowing contractors to bid on one or both options, with award based on price and schedule. Key dates include a pre-bid meeting on August 21, 2024, at 11:00 AM, bid submissions due on September 10, 2024, at 3 PM, potential contract award on September 16, 2024, and contract signing on September 23, 2024. Evaluation criteria will include the contractor's ability, experience, financial resources, legal compliance, and environmental practices.

The solicitation does not explicitly specify set-aside designations for disadvantaged enterprises. Contractors must provide a performance bond and payment bond, with bid security of 5% of the total bid amount. The project requires detailed documentation including a construction schedule, traffic control plan, and close coordination with the Town's Public Works Department and Telluride Lodge HOA. While no incumbent vendors are mentioned, the project involves integrating with existing municipal infrastructure, including connecting to current manhole systems and managing utility alignments. Addendum No. 1 provides additional technical specifications, including soil condition details and geotechnical information that will impact project execution. Although a specific budget range is not disclosed, the comprehensive nature of the project—involving significant utility and roadway improvements—suggests a substantial municipal infrastructure investment. The Town reserves the right to reject any or all proposals, indicating a competitive and flexible procurement approach.

Installation of 770 LF of 10-inch sanitary sewer, four (4) 4-foot diameter manholes, and associated connections to existing sanitary sewer laterals and mains. Project involves construction dewatering with heavy metal removal, and all other associated work items for a complete sanitary sewer re-alignment project. Paving portions of the project involve removal and replacement of approximately 530 tons of 5-inch-thick hot mix asphalt, aggregate base course, subgrade preparation, and associated density and moisture testing. Project connects to existing manhole in Pacific Ave., then involves upsizing existing 8-inch sewer along the east side of Tomboy St., then involves new sewer installation through the Canyonlands Lot, and then finishes with a connection to the existing manhole in W. Colorado Ave. Note that Bid Alternate A and Bid Alternate B have the exact same scope of work; however, different completion dates. Contractor may bid on one or both; however, one project (A or B) will be awarded based on price and schedule.
