About this opportunity

The Washington State Liquor and Cannabis Board (WSLCB) is conducting a Request for Information (RFI) to solicit vendor capabilities for developing a comprehensive cannabis reporting and traceability solution to replace the existing Cannabis Central Reporting System (CCRS). The procurement focuses on obtaining a robust technological system that can track cannabis products from cultivation through sale, support public health and safety objectives, and facilitate licensing and tax collection processes. Required system capabilities include end-to-end product tracking, real-time data management, comprehensive reporting functionalities, and integration with existing WSLCB platforms like LEEADS. Critical technical requirements mandate 99.9% system uptime, multi-factor authentication, API integration capabilities, and support for multiple user types with role-based access controls. The RFI responses are due by 3:00 PM Pacific Time on March 31, 2025, with the primary objective of gathering information to prepare a feasibility study and potential future funding request for a new traceability system.

The RFI encourages participation from small businesses, minority and women's business enterprises (MWBE), and veteran-owned businesses, though no specific set-aside preferences or minimum participation requirements are established. The system must integrate with existing WSLCB technological infrastructure, including point-of-sale systems and current licensing platforms. While no specific award value or budget range is explicitly defined, the RFI indicates that any subsequent procurement will require approved funding and may potentially lead to a formal Request for Proposal (RFP). The new system must support critical functions such as product recalls, lab testing data management, and provide secure, scalable technology solutions that can adapt to evolving cannabis industry regulations. Vendors are expected to provide high-level cost estimates and fee structures as part of their RFI response, with the understanding that this initial request is for research purposes only and does not guarantee future contract award.
