About this opportunity
This solicitation has been cancelled and will not result in a contract award. The State of Maine Division of Purchases, on behalf of the Department of Secretary of State, Bureau of Motor Vehicles, issued RFQ 18A 150203-604 for custodial services at the Topsham facility (125 Main Street, Topsham, Maine) but closed the RFQ on February 25, 2015 due to a systems error that incorrectly reported no qualified bidders. No contract will be awarded from this procurement.
The solicitation was restricted to certified Work Centers as defined under 5 MRSA 1826-B.2—a set-aside that filtered eligibility. The scope encompassed daily custodial services (Monday through Friday, 5:00 p.m. to midnight) for approximately 4,202 square feet, including restroom sanitation, trash removal, carpet care, floor maintenance, window cleaning, and recycling services. Monthly, quarterly, semi-annual, and annual tasks included high-level dusting, tile stripping and refinishing, professional steam carpet cleaning at minimum 180 degrees Fahrenheit, and exterior window washing. The contractor was required to provide all cleaning supplies, equipment, and materials—including commercial/industrial HEPA-filter vacuum, self-contained carpet cleaning equipment with specified pressure and water-lift capacity, and a two-yard dumpster with weekly disposal. Commercial general liability and workers' compensation insurance of $300,000 per occurrence were mandatory, with the State named as additional insured.
The initial contract term was March 1, 2015 through February 28, 2016, with two optional one-year renewal periods contingent on continued funding and satisfactory performance. Bidders were required to submit pricing for the complete three-year period, annual costs, and monthly costs, along with an hourly rate for supplemental services and the number of full-time equivalent employees guaranteed daily. Bids were to remain firm for 180 days from opening. Award would have been based on fair and reasonable pricing relative to previously known market rates from non-Work Center organizations.
