This is a Request for Quotation (RFQ) issued by the State of Maine Division of Purchases on behalf of the Department of Secretary of State, Bureau of Motor Vehicles for custodial services at the Topsham Motor Vehicle facility located at 125 Maine Street, Topsham, Maine. The solicitation is restricted to certified Work Centers as defined under 5 MRSA 1826-B.2. The contract includes an initial performance period from March 1, 2015 through February 28, 2016, with two optional one-year renewal periods (March 1, 2016 through February 28, 2017, and March 1, 2017 through February 28, 2018), contingent upon continued funding availability and satisfactory performance. Bidders are encouraged to conduct a walk-through inspection of the facility prior to submitting their responses. Services must comply with specifications outlined in Rider A and meet requirements specified in Exhibit B. The award will be determined based on proposed pricing and the bidder's demonstrated ability to fulfill duties listed in Exhibit A.
Bidders must submit pricing for the complete three-year contract period, annual costs, and monthly costs through the State of Maine Vendor Self Service (VSS) system, along with an hourly labor rate for supplemental custodial services requested on an as-needed basis and the number of full-time equivalent employees guaranteed to be engaged in custodial services daily. Award decisions will be based on whether certified Work Center proposals are fair and reasonable compared to previously known market rates from non-Work Center organizations. If proposed costs are deemed unreasonable, the Director reserves the right to conduct a standard competitive bidding process or consult with the Department of Corrections to perform the services. All bids must remain firm for 180 days from the bid opening date. Bill Allen, Contract Grant Specialist, serves as the sole contact for this solicitation at wje.allen@maine.gov or (207) 624-7871.
