About this opportunity
Anne Arundel Community College (AACC) in Arnold, Maryland is requesting proposals from qualified signage contractors to modify and update existing exterior wayfinding signage on its Arnold campus as a result of the renovation of the Florestano building into a new Student Services Center. The procurement encompasses the modification of approximately 64 signs of varying types and sizes, including Building ID signs, Campus Map Directories, Vehicular Directional signs, Directional signs, Single Post Directional signs, and Smoke Free Campus signs distributed across 28 sign location plans. The scope of work includes removing existing vinyl messages, repainting sign fields in dark green and other designated colors, installing new vinyl messages, and replacing one full sign, with all work performed in accordance with AACC's Signage and Wayfinding Guidelines and RFP specifications. Qualified contractors must be Maryland-certified with a minimum of five years' experience in campus wayfinding signage work, hold appropriate business licenses, bonding, and insurance, and maintain comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate. The evaluation criteria are weighted as follows: Cost (60%), Qualifications and Relevant Experience (30%), Minority Participation (5%), and other factors deemed appropriate by the College (5%). A pre-proposal Microsoft Teams meeting was scheduled for May 13, 2026, at 10:00 a.m. ET, with a site visit offered for May 15, 2026, at 10:00 a.m. ET at the Central Services Building lobby; the proposal submission deadline is December 6, 2026, with an anticipated contract award date of June 30, 2026, a Notice to Proceed by July 14, 2026, and substantial completion targeted for February 26, 2027, with final completion by March 31, 2027.
Minority Business Enterprise (MBE) participation is encouraged and will be scored at five percent if the prime contractor is MBE-certified, three percent if utilizing an MBE subcontractor, or one percent for demonstrated MBE outreach efforts. Bid security in the amount of five percent of the total proposal value is required for proposals exceeding $100,000, and selected contractors must provide performance and payment bonds equal to 100 percent of the contract value. The College will retain ten percent of each partial progress payment, with release upon final completion. Contractors must submit all-inclusive pricing using a provided Excel spreadsheet covering labor, materials, equipment, and all associated costs, with pricing modifications for change orders tiered from fifteen percent for work valued $0-$5,000 to a negotiated rate not exceeding five percent for work exceeding $25,000. The contract is subject to availability of funding and compliance with all Federal, State, and local laws, including Maryland undocumented worker provisions and sex offender registration requirements, and includes a two-year guarantee period covering faulty materials, imperfect equipment, and defective workmanship. While no incumbent vendor is identified in the RFP documents, contractors must coordinate work with existing campus infrastructure and adhere to specifications detailed in the AACC Sign Manual and comprehensive design development drawings provided in the appendices.
