About this opportunity
Sacramento County is seeking a golf course management company to operate the Campus Commons Golf Course through a comprehensive Request for Proposal (RFP #2024-RFP-0394). The county requires a contractor to manage all aspects of the 9-hole par 3 golf course, including developing and implementing operating programs, business plans, and budgets, providing starter services, managing pro shop operations, handling food and beverage service, maintaining grounds and facilities, and administering contract personnel. Key deliverables include daily course operations, financial management, revenue collection, and preparation of financial statements. The solicitation timeline includes a mandatory pre-bid meeting on August 22, 2024, questions due by August 27, 2024, and proposal submissions due by September 6, 2024, at 5:00 pm. The county plans to award the contract on October 8, 2024, for an initial five-year term with potential for up to five one-year extensions, not exceeding ten years total. The evaluation will focus on the contractor's ability to meet comprehensive operational standards consistent with other county golf courses, including maintaining a public, non-discriminatory facility that operates daily from dawn to dusk.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The management contract is structured as a fee-for-service arrangement, with the operator receiving a guaranteed annual management fee plus an incentive management fee based on gross operating revenue, capped at 50% of total management compensation. While no incumbent vendor is specifically named for this new facility, the county currently has management agreements with CourseCo Inc. for three other golf courses. The county will retain responsibility for establishing fees, operating policies, budget approval, and capital improvement projects, with a capital improvement reserve fund established for repairs and improvements exceeding $10,000. The newly constructed facility features large natural grass tees, USGA-standard greens, a new irrigation system, and is designed to be walkable and easily maintainable, with an anticipated primary user base of beginners and casual players. The financial structure includes the operator establishing a dedicated bank account for operational expenses, with the county allocating funds based on an approved budget and requiring monthly financial reporting.
